Singaporeans Studying Medicine Abroad and Registering With the Singapore Medical Council

TL;DR

SMC only registers graduates of medical schools on its official list, not every accredited school abroad. As of the 2025 revision it recognizes 112 overseas schools, and from February 2026 three Malaysian public universities joined the list.

  • 🎓 112 schools recognized after the January 2025 revision, mostly in the UK, Australia, Ireland, US and New Zealand

  • 📩 From 1 February 2026: Universiti Malaya, Universiti Kebangsaan Malaysia and Universiti Sains Malaysia are recognized

  • 🏠 Only the exact programme and campus listed at the time of recognition counts

  • ⏱️ Graduating from a listed school gives eligibility, not automatic registration. Supervised practice still applies

  • Check smc.gov.sg before you commit to any school. The list changes over time

Singaporeans Studying Medicine Abroad and Registering With the Singapore Medical Council

Why Singaporean students look overseas for medicine

Local medicine places at NUS and NTU are limited and competitive, so many Singaporean students study medicine overseas instead. Popular destinations include the United Kingdom, Ireland and Australia, and since February 2026, three public universities in Malaysia. Whether that degree lets you come home and register with the Singapore Medical Council (SMC) depends on one document: the Second Schedule of the Medical Registration Act.

How SMC decides who can register

SMC does not assess degrees case by case. It grants registration only to graduates of schools named in the Second Schedule, the official list of registrable basic medical qualifications. If your school, or the specific campus and programme you attended, is not on that list, SMC cannot register you to practise in Singapore, no matter how the degree ranks elsewhere.

Check the current list on smc.gov.sg before you commit to any overseas medical programme, and again close to enrolment. Do not rely on an old printout, a forum post or an agent's claim that a school is "SMC recognised".

How many schools are recognised, and where

Nine schools from Australia, Ireland and the United Kingdom joined the Second Schedule in a revision that took effect in January 2025, taking the total number of recognised overseas medical schools from 103 to 112, according to the Ministry of Health . Most of the 112 schools sit in the United Kingdom, Australia and Ireland, with others in the United States and New Zealand. SMC reviews and updates the list periodically, with a further revision published on 22 September 2025. Treat the list as a moving target rather than a fixed reference, and re-check it at each stage of your decision, from shortlisting schools to submitting your final application.

Malaysia joined the list from February 2026

From 1 February 2026, MOH and SMC recognised Universiti Sains Malaysia's (USM) School of Medical Sciences, bringing the number of recognised Malaysian medical schools to three, alongside Universiti Malaya (UM) and Universiti Kebangsaan Malaysia (UKM), CodeBlue reported . Graduates of these three schools, regardless of nationality and whether they graduated before or after the recognition date, can apply for SMC registration once they meet SMC's other requirements.

Private Malaysian medical schools popular with international students are not on the Second Schedule as of this list. If you are weighing a Malaysian medical degree against studying in Singapore or further afield, confirm the exact school on the current SMC list. Do not assume any Malaysian MBBS transfers back automatically.

Applying to UK, Irish and Australian medical schools

Entry tests vary by country and by school. Many UK medical schools use the UCAT (University Clinical Aptitude Test), sat during your final year of secondary school, alongside a UCAS application and, at some schools, an interview. UCAT ANZ, a related test, is used by several Australian and New Zealand medical schools. Graduate-entry medicine programmes in Australia, Ireland and the UK commonly use GAMSAT instead, aimed at applicants who already hold a first degree.

Confirm which test and application system your target school uses well before your application year. Booking test dates and preparing take months, and a missed registration window can push your application back a full year.

Budgeting for a longer degree

Medicine runs longer than most undergraduate degrees, typically five to six years for direct-entry programmes and four to five years for graduate-entry routes. International tuition for medicine sits above average university fees in every popular destination, and clinical years often add costs for placements, equipment and travel between teaching hospitals. Get a full cost breakdown covering every year of the programme from each school directly, not just the first-year headline fee, since medicine fees sometimes step up in clinical years.

Two rules that catch students out

SMC applies its list narrowly. Only the specific medical programme reviewed and listed counts, not every course a school later launches. Only the campus that existed at the time the school was added is recognised, so a branch campus opened afterward may not qualify even if the parent university is listed.

Confirm both the programme name and the campus location against the SMC list before you enrol, especially at schools running more than one medical track or teaching site.

Registration after you graduate

Graduating from a listed school gives you eligibility, not automatic registration. You still apply to SMC, and newly qualified doctors typically complete a period of supervised practice at an accredited institution before moving from provisional to full registration. SMC sets the current requirements and pathway directly, so confirm the process on smc.gov.sg as you near graduation rather than relying on what applied to earlier cohorts.

Before you apply anywhere

  • Search the school's exact name and campus on the current SMC Second Schedule, not a school's own marketing claim.

  • Ask the school directly which of its campuses, if it runs more than one, appears on the list.

  • Re-check the list close to enrolment. Schools get added, and occasionally removed.

  • Budget time and money for the supervised practice period after graduation. It is a requirement, not a formality.
