What UFS wanted to change

The University of the Free State (UFS) Council decided on 26 September 2025 to phase out provisional registration, the system that let students register for classes while still arranging payment for outstanding fees. Under the planned new rules, only students with confirmed funding, such as NSFAS beneficiaries or bursary holders, would register without paying upfront. University leadership said an average of 8 percent of UFS students registered provisionally each year, and most who arranged payment plans in 2025 could not keep to them.

How the protests unfolded

Classes came to a halt at UFS's Bloemfontein and QwaQwa campuses in October 2025 as students protested the decision. Student leaders argued the change would exclude poor and working class students from higher education. Police arrested 8 students, 6 men aged 19 to 24 and 2 women aged 19 and 20, on public violence charges on 15 October 2025, according to Daily Maverick .

The agreement UFS and students reached

UFS management and the Student Representative Council negotiated a phased approach instead of an immediate cutoff. Provisional registration phases out gradually across the 2026 and 2027 academic years, giving the university time to assess individual students' financial risk and connect them with support rather than ending the system in one step. Students with historic debt of R30,000 or less can still register in 2026 after an initial payment, provided they settle the remaining balance by 30 May 2026. NSFAS-funded students continue to register in full throughout the transition.

Why the policy exists at all

UFS cited close to R1 billion in accumulated student debt built up over five years as the reason for tightening registration. University leaders said only about 6 percent of enrolled students with outstanding fees would be affected once the stricter rules are fully in force.
