PSSSP: funding through your First Nation

The Post-Secondary Student Support Program is federally funded through Indigenous Services Canada and delivered through First Nations, First Nations-designated organizations, or regional ISC offices, not applied for directly with the federal government. Under the 2025 to 2026 national program guidelines , funding tops out at $53,000 a year per full-time student, with students in advanced, professional, master's or doctoral programs eligible for up to $90,000 a year on an exceptional and justified basis.

PSSSP funding covers tuition and compulsory fees, books and equipment, a living allowance, travel costs including return trips home, and childcare or dependent allowances. Contact your First Nation or its designated education body directly, since application processes, deadlines and available funding vary by community.

Indspire: apply once, get assessed for several awards

Indspire's Building Brighter Futures bursaries, scholarships and awards use a single application to screen you against many individual funds at once, rather than a separate application per award. Amounts vary by financial need, field of study, and how much funding is available in a given cycle, so check the current year's guidelines on Indspire's own site rather than a number quoted elsewhere.

Indspire is a registered charity, independent of the federal government and of your First Nation's PSSSP allocation, so holding both is common and not a conflict by definition. Indspire's application does typically ask what other funding you already have, since some of its awards are need-assessed.

Tri-agency supplements: added on top of a scholarship you already hold

The Indigenous Scholars Awards and Supplements pilot, run by NSERC and SSHRC and extended to CIHR for the 2025-26 competition cycle, adds $5,000 to an existing master's or doctoral scholarship, and $10,000 at the postdoctoral level. Recipients put the funds toward travel to a northern or remote community, childcare, eldercare, or other costs tied to their research.

This supplement requires holding a base tri-agency award first, so it works as a layer added after your main scholarship application succeeds, not a standalone application.

How the three interact

Each of these three comes from a different type of funder: a federal program delivered through your First Nation, an independent charity, and a supplement tied to a merit scholarship. None of them automatically disqualifies you from the others, because none of them define the other two as competing income by default.

Where it gets specific is at the assessment level. PSSSP funding through your First Nation is often adjusted against your total resources, since bands manage a fixed allocation across all the students they support, so report every award you hold to your PSSSP administrator as your funding picture changes through the year. Indspire's need-based awards ask the same. The tri-agency supplement does not ask about your other Indigenous funding, since it is calculated purely against your existing scholarship.

Who each program is built for

PSSSP funding flows through First Nations bands and designated organizations, so it is built around First Nations students with a home community connection. Inuit students often access parallel funding through land claim organizations and self-governing Inuit bodies instead of PSSSP itself, and Metis students typically go through their provincial Metis governing body's own post-secondary program. Indspire's Building Brighter Futures and the tri-agency Indigenous Scholars Awards and Supplements are open to First Nations, Inuit and Metis students, so the eligibility gap sits mainly with PSSSP.

Documentation each program asks for

PSSSP funding through your First Nation typically requires confirmation of band membership or affiliation, handled directly by your community's education office. Indspire and the tri-agency supplement both require self-identification as First Nations, Inuit or Metis, with each setting its own confirmation process, so read the specific requirement on each program's application rather than assuming one community's confirmation transfers automatically to another funder.

Keep a copy of whatever documentation you submit to one funder, since a second funder sometimes asks for the same confirmation independently.

A practical order to apply in

  • Confirm your PSSSP funding and its terms with your First Nation or its education office first, since this often anchors your overall budget for the year.

  • Apply for your tri-agency scholarship through your university in the same cycle if your program and research area qualify.

  • Once you hold that scholarship, apply for the Indigenous Scholars Awards and Supplements separately, since it cannot be applied for on its own.

  • Apply to Indspire's Building Brighter Futures program independently of the other two, on its own cycle and deadline.

  • Tell each administrator about the other funding you hold or expect, in writing, so nothing gets flagged as undisclosed later.

If your funding picture changes mid-year

Report a new award to your PSSSP administrator as soon as you receive it, since your community's allocation sometimes needs adjusting for other students it supports. Do the same with Indspire if a bursary you already hold changes your total support, and check whether your university's own financial aid office needs an update too, since a large new award changes other need-based aid you receive there.
