On-campus halls versus off-campus hostels
Every public university runs a limited number of on-campus halls of residence, and these are usually the cheapest housing option available. Most students, especially from second year onward, end up in private hostels built around campus rather than in university halls.
Contact your university's accommodation or estates office directly once you have an admission letter, since halls fill quickly and allocation criteria and deadlines are set institution by institution.
What hostels cost
Private hostel prices vary sharply by city. In Kampala, self-contained rooms with a shared kitchen and social area cost UGX 1.2-1.5 million a semester , roughly UGX 2.4-3 million across a full academic year of two semesters. In Mbarara, home to Mbarara University of Science and Technology, hostel rooms cost UGX 600,000-1.2 million a semester , with single rooms at the lower end and self-contained doubles at the higher end.

How to secure a room
Start with your university's list of recommended or vetted hostels, if it publishes one, since these are usually closer to campus and known to the university's security office.
Visit the room in person before paying anything, or send someone you trust if you are applying from another city or country.
Confirm exactly what the price includes: water, electricity, internet, security, and whether meals are part of the deal or billed separately.
Book ahead of intake periods. Rooms near large universities like Makerere or Mbarara University of Science and Technology fill up in the weeks before each semester starts.
Staying safe and avoiding rental scams
Never send money for a room you have not seen, whether in person or through a video call with someone you trust on-site. Insist on a written tenancy agreement that states the rent, the deposit, the duration, and what happens if you leave early. Pay through a traceable method where possible, and keep every receipt. If a landlord or agent pressures you to pay immediately without letting you inspect the property, treat that as a warning sign and look elsewhere.
Choosing a hostel: what to check
Distance and safety of the walk or commute to lectures, especially for evening classes.
Security features: a gate, a guard, and lighting around the compound at night.
Water and power reliability, since outages are common in some areas and a backup source matters.
Whether the room is self-contained or shares a bathroom, which affects both price and daily convenience.
Other students already living there, if you can ask them about the landlord's reliability before committing.
