Higher education in Monaco at a glance

Monaco is a city-state on the French Riviera with around 38,000 residents and one main university, International University of Monaco (IUM), a private English-taught business school in Monte-Carlo. A second, smaller public institution, School of Plastic Arts of the City of Monaco (Pavillon Bosio), trains students in visual and design arts.

Monaco is not an EU member and, along with San Marino, is one of only two Council of Europe members that never adopted the Bologna Process . That does not stop the Monaco government from licensing universities to award degrees, and IUM holds accreditation from international bodies that employers and other universities recognise directly, but do not assume automatic EU-wide equivalence the way you would with a Bologna Process country.

University and programs to study

International University of Monaco teaches almost entirely in English and focuses on business and management. Its Bachelor in Business Administration (BBA) covers general management, with specialisation tracks including Luxury Tourism and Hospitality. At master's level, IUM offers MSc programs in Finance, Luxury Management, Sports Business Management, and International Management, alongside a full-time MBA and a Doctorate of Business Administration (DBA) for experienced professionals.

Pavillon Bosio, the public art school, trains students in visual and plastic arts on a smaller scale, and is worth contacting directly if your interest sits in fine arts or design rather than business. Pavillon Bosio is run by the City of Monaco and focuses on training visual artists and designers rather than business professionals. Expect a portfolio-based application process, standard practice for art schools generally, though confirm current entry requirements and degree structure directly with the school before applying, since published information for this specific institution is limited.

How admission and applications work

You apply directly to IUM through its admissions office, no national portal handles applications for Monaco. Bachelor applicants need a secondary school diploma that qualifies for university entry, an English proficiency score, and typically an admissions interview or motivation statement, since class sizes stay small and the school screens for fit alongside grades. Master's and MBA applicants need a completed bachelor's degree and relevant English test scores, with the MBA and DBA also expecting prior work experience.

Monaco sits outside the EU and Schengen area for immigration purposes, though it maintains open borders with France. If you are not an EU or EEA citizen, plan your Monaco or French residence permit application well before your start date, since Monaco has a small population and correspondingly tight residency processing capacity. IUM runs two main intakes a year, September and January, and since class sizes stay capped, apply as soon as your target intake's application portal opens rather than waiting for the deadline. Typical documents include your secondary school or bachelor's certificate, transcripts, an English test score such as IELTS or TOEFL, a CV, and a motivation letter, with an interview usually following a successful initial review.

Tuition fees

IUM publishes separate fees by intake and year of study. For the Bachelor in Business Administration , the September intake runs €14,360 in year one, then €15,150 in years two and three, while the January intake runs €14,825 in year one and €14,675 in years two and three.

Master's tuition varies more by specialisation. MSc International Management and MSc Sports Business Management run €16,450 to €26,725 depending on intake, MSc Luxury Management runs €17,375 to €28,550, and MSc Finance runs €27,450 to €31,875. The full-time MBA costs €42,950 and the Doctorate of Business Administration costs €55,875.

On top of tuition, every student pays a Student Association Fee of €190 a year for bachelor's students or once for master's students, plus a one-time IUM for Life alumni network fee of €675. If you spread tuition across a seven-instalment payment plan instead of paying in full, IUM adds a 5% supplement to the total.

Cost of living and getting to Monaco

Monaco is compact, under two square kilometers, and living costs sit among the highest in Europe, particularly for housing, so factor a high monthly budget alongside tuition. Many IUM students choose to live right across the border in Beausoleil or Roquebrune-Cap-Martin in France, where rent runs lower while still reaching the Monte-Carlo campus within a short bus or train ride.

There is no airport in Monaco itself. You fly into Nice Côte d'Azur airport, then connect by train along the French coast, a journey of about 30 minutes to Monaco's own station, or by helicopter shuttle for the faster, pricier option locals use. This makes Monaco easy to reach from most of western Europe without a long final leg. Monaco's economy runs on finance, real estate, tourism and luxury retail, with no personal income tax for most residents, which has drawn banks, family offices and luxury brands to base operations in the principality. IUM built its program lineup, from Luxury Management to Finance and Sports Business Management, directly around these local industries, and guest lecturers and internship placements often come from companies based within a short walk of campus.

Is a degree from Monaco recognised across Europe?

IUM's degrees are officially recognised by the Monegasque government, most recently confirmed under Ministerial Decree No. 2023-575 of September 2023, which authorises the university to award bachelor's, master's and doctoral qualifications. IUM also holds AACSB accreditation , held by only around 6% of business schools worldwide, and AMBA accreditation for its MBA since 2005, both widely respected by employers and other business schools when they assess a candidate's qualification. AACSB accreditation evaluates a business school's faculty qualifications, curriculum quality and student outcomes over a rigorous, multi-year review, and only a small share of business schools worldwide pass it, which is why employers treat it as a strong quality signal even in a country outside the Bologna Process.

Because Monaco has not joined the Bologna Process, IUM degrees do not carry the automatic ECTS-based comparability that a French, Spanish or Italian university degree carries. If you plan to use your Monaco degree for a regulated profession or public sector role elsewhere in Europe, get a comparability statement from the destination country's ENIC-NARIC centre before you commit, rather than assuming equivalence.
