What's Changing and When

Sweden is tightening work permit requirements for non-EU workers, effective June 1, 2026. The Swedish Migration Agency announced new rules for labor immigration raising the minimum monthly salary from SEK 29,680 to SEK 33,390. This represents a shift from 80% to 90% of Sweden's median wage.

The change affects first-time applicants receiving decisions on or after June 1, 2026, regardless of when they applied. Existing work permit holders requesting extensions between June 1 and December 1, 2026 are exempt and remain under the current 80% threshold.

Current Salary Requirements (Through May 31, 2026)

To qualify for a work permit as an employee, your monthly salary must be at least SEK 29,680 . This corresponds to 80% of Sweden's median salary as published by Statistics Sweden. The median wage figure is updated annually, and the threshold percentage itself is being raised from 80% to 90% on June 1, 2026.

Your actual salary might need to exceed this baseline. If your employment falls under a collective agreement or industry standard, you must earn at least what such an agreement or standard specifies, even if it exceeds the 80% calculation.

New Salary Requirements (From June 1, 2026)

Your salary must be at least SEK 33,390 per month, representing 90% of the median wage. This is approximately SEK 3,710 more per month than the current threshold, or about 12.5% higher.

The salary must still comply with collective agreements and industry standards. According to the Swedish Migration Agency, the salary must also be on par with Swedish collective agreements or what is common practice within the profession or industry, which in some cases requires pay above the 90% floor.

Special Rules for International Graduates

After completing a degree program in Sweden, non-EU international graduates are eligible to apply for a residence permit to seek employment without a job offer. This is distinct from a regular work permit.

Eligibility for Post-Study Permits

You qualify if you:

• Completed at least two full semesters at a Swedish university or college
• Passed all course requirements
• Have a valid passport for the entire permit duration
• Are able to financially support yourself during the search period

Financial Support for Post-Study Permits

The Swedish Migration Agency requires you to demonstrate monthly financial self-sufficiency:

• 2025 applicants: at least SEK 10,584

These amounts are substantially lower than work permit requirements because graduates are not yet earning employment income. If you have free housing or food through institutional support, the required amount is reduced.

Duration and Renewal

Your post-study permit lasts a maximum of one year. This period is not extendable. After one year, you must either secure a qualifying job and apply for a work permit, or leave Sweden.

Possible Exemptions for Certain Occupations

The Swedish Parliament has authorized the Government to decide whether specific occupational groups should be exempted from the new salary requirement. As of the Swedish Migration Agency's April 2026 announcement , no decision has been made on whether any occupations will be exempted, and no list of exempted occupations has been published.

Separately, the Government is also empowered to direct the Swedish Migration Agency to refuse work permits for certain occupational groups after June 1, 2026. Whether this power will be exercised, and which occupations would be involved, has not been determined.

Until an official list is published, all first-time applicants with decisions on or after June 1, 2026 should expect the 90% threshold to apply to their role.

Health Insurance Requirement (New from June 1, 2026)

Applicants staying in Sweden for one year or less must now demonstrate comprehensive health insurance coverage. You must either:

• Show proof of an existing policy covering healthcare and repatriation in Sweden
• Provide evidence of a pending application for such insurance

The Swedish Migration Agency frames this requirement as applying to stays of one year or less. The agency's guidance does not state the equivalent rule for longer stays, so applicants planning to stay more than one year should confirm their specific obligations directly with the agency.

Transition Rules for Existing Permit Holders

If you currently hold a work permit and apply for an extension between June 1 and December 1, 2026, you are not subject to the new 90% requirement. Graduates in fields where starting salaries fall short of the new threshold will need to either negotiate higher pay, target employers and roles already paying above SEK 33,390, or use the post-study permit period to continue searching. Post-Study Job Search Visa: Lower Financial Bar

If you completed a degree at a Swedish university, you can apply for a residence permit to search for work or start a business — no job offer required. You must demonstrate financial resources of at least SEK 10,314 per month for your entire stay (12-month maximum). This maintenance requirement has remained stable through 2025–2026.

Once you secure employment at or above the SEK 29,680 threshold (SEK 33,390 from June 2026), you convert to a work permit immediately.

The work permit path requires either employment at the salary threshold or an employer sponsorship letter and lasts as long as your employment continues. Your employer must also provide comprehensive health insurance, life insurance, and employment injury insurance, and your salary and working conditions must meet Swedish collective agreements for your profession.
