The Hong Kong PhD Fellowship Scheme: What Canadian Applicants Need to Know

What the fellowship covers

The Hong Kong PhD Fellowship Scheme, run by the Research Grants Council since 2009, funds full-time PhD students at eight Hong Kong universities. For the 2026/27 academic year it pays HKD 344,400 a year in stipend, about USD 44,150, plus HKD 14,400 a year, about USD 1,840, earmarked for conference attendance and research travel, according to the Research Grants Council's HKPFS page . The award runs for up to three years. If your program takes longer, some universities add their own funding to cover the remaining time, though that top-up is set by the individual university, not the RGC, so weigh the base stipend against what cost of living and student housing in Hong Kong actually run before you budget around it.

Who can apply

The scheme carries no nationality restriction and no requirement about where you completed your previous degree. The RGC states it looks for "outstanding qualities of academic performance, research ability and potential, communication and interpersonal skills, and leadership abilities." A Canadian applicant with a strong undergraduate or master's record competes on the same footing as applicants from anywhere else. For the 2026/27 intake, 400 fellowships are available across all eight participating universities combined, not 400 per university.

The eight participating universities

City University of Hong Kong, Hong Kong Baptist University, Lingnan University, CUHK, the Education University of Hong Kong, the Hong Kong Polytechnic University, HKUST and HKU all take part, according to the RGC's list of participating universities . You apply to specific programs at one or two of these, not to the scheme as a whole.

The two-step application process

You register with the RGC first, then apply to your chosen university second, and both stages share a deadline, according to the RGC's application procedure page . For the 2026/27 intake, the RGC's online system, the HKPFS Electronic System, opened September 1, 2025 at noon Hong Kong time. Registering there gets you an HKPFS Reference Number, and you can select up to two programs across up to two universities at this stage.

You then take that reference number into your full application to each chosen university's own graduate school. All eight participating universities share the same deadline, December 1, 2025 at 11:59pm Hong Kong time for the 2026/27 intake. Miss either half of the process and your application does not go forward, so start the university-side paperwork, contacting a potential supervisor and preparing a research proposal, well before the reference number even arrives.

Practical notes for a Canadian applicant

Line up a potential supervisor at your target university before you apply. Hong Kong PhD admissions run closer to the UK or European model than the North American one, where committing to a supervisor and research topic upfront carries more weight than it does in a typical Canadian PhD application. Because the RGC deadline and the university deadline land on the same date, finish the RGC registration step weeks early rather than the night before, so you have time to fix errors in your two program selections before the university-side deadline closes behind it, and check your target university's student visa process against that same calendar so paperwork doesn't stack up once you're admitted.

Funding beyond the base award

Some departments add funding on top of the base HKPFS package, a housing subsidy or an extra stipend tied to a teaching or research assistant role, for example. Individual departments set this rather than the RGC, so ask your target supervisor or graduate office directly what a typical HKPFS holder in that specific program receives beyond the numbers named here.

Canadian tax considerations

An HKPFS stipend counts as foreign income, and how it interacts with your Canadian tax residency depends on your specific situation, including whether you keep residential ties to Canada while you study in Hong Kong. Talk to a tax professional familiar with international student income before your first payment lands, rather than assuming the stipend is automatically tax-free in either jurisdiction, the same professional worth consulting once you weigh staying in Hong Kong to work after your degree under IANG.

If you are not selected

A rejection from HKPFS does not necessarily end a Hong Kong PhD application. Universities admit funded PhD students outside the scheme too, through department-level scholarships or supervisor grants, so ask your target program whether it considers HKPFS-unsuccessful applicants for its own internal funding before you rule out the university entirely.

Deadlines move every intake year

The dates named above apply to the 2026/27 intake specifically. The RGC opens a new cycle each year with its own registration window and deadline, generally in September through early December for entry the following autumn. Confirm the current cycle's dates directly on the RGC's HKPFS page before you plan around the dates in this article, and do the same for each university's own supplementary requirements, since those differ by department even though the central deadline is shared.
