What "transfer" means abroad

Applying as a transfer student means asking a university to admit you partway through a degree and give you credit for courses you already completed at your ASEAN university. The receiving university decides how much of your existing coursework counts toward its own degree requirements, course by course, and that decision varies a lot even between universities in the same country. Two universities reviewing the same transcript from a university in Jakarta or Ho Chi Minh City arrive at different credit outcomes routinely.

This differs from starting a fresh application as a first-year student. You keep your prior academic record in the application, and the process runs alongside a credential evaluation rather than instead of one.

Credential evaluation: WES and ECE

Many universities in the US and Canada, and some elsewhere, ask transfer applicants for a course-by-course evaluation from a recognized credential evaluation service before they assess transfer credit. World Education Services (WES) and Educational Credential Evaluators (ECE) are the two most commonly requested. A course-by-course report identifies each of your credentials, states entry requirements and program length for your original qualification, and gives a US or Canadian equivalency for each course you completed. Once your documents are complete, ECE typically processes a course-by-course report in around 5 business days and WES in around 7, though both agencies offer faster paid tiers and both depend on your home institution sending official documents promptly. Order your evaluation early, since gathering and sending original transcripts from your ASEAN university often takes longer than the evaluation itself.

Treat the evaluation report as a starting point, not a guarantee. The receiving university's registrar or transfer admissions office makes the actual credit decision and decides independently whether to accept, reduce, or reject the credit the evaluation report suggests, especially for major-specific or upper-level courses.

How course-by-course matching works

A registrar or admissions evaluator compares your course content, level, and credit hours or ECTS-equivalent load against an equivalent course in their own catalogue. A close match, similar topics, similar contact hours, similar assessment, transfers directly. A partial match might transfer as general elective credit rather than credit toward your major. No overlap usually means no credit, even if the course was a core requirement at your ASEAN university.

Grades usually need to meet a minimum threshold, commonly well above the bare minimum pass mark, for a course to transfer at all, and the exact cutoff is set by each receiving university rather than a universal standard. Confirm your target university's minimum grade for transfer credit directly with their transfer admissions office rather than assuming your passing grade automatically qualifies.

Visa and immigration status for transfer students

A transfer place is not an extension of any visa or status you already hold. In almost every major destination, a transfer student applies for a new student visa or study permit tied to the new institution, following that country's standard process for a new student rather than a simplified transfer track. Your new institution issues you a fresh enrollment or acceptance document, an I-20 in the US, a CAS in the UK, a confirmation of enrollment in Australia, or an updated letter of acceptance in Canada, and you build your visa application around that new document, not your old one.

Because both the credit evaluation and the visa process run on their own timelines, start both at the same time rather than one after the other. Applying for credit evaluation first and only starting your visa paperwork after you get an offer often leaves too little time before your intended intake.
