How University Admission Works in Tanzania

Tanzania places students into public and most private university degree programs through one national portal run by the Tanzania Commission for Universities (TCU), instead of separate applications to each school.

Two exam routes into university
Most Tanzanian students reach university through the Certificate of Secondary Education Examination (CSEE) at Form Four, followed by two more years of study for the Advanced Certificate of Secondary Education Examination (ACSEE) at Form Six. The National Examinations Council of Tanzania (NECTA) sets and marks both exams. ACSEE results are what most bachelor degree applicants use for direct entry.
A second route runs through technical and vocational colleges. Students who complete a diploma, typically NTA Level 6 under the National Council for Technical Education (NACTE) framework, apply for equivalent entry into year one or sometimes year two of a related degree.
How the TCU Central Admission System works
Almost every public university and most private universities in Tanzania recruit undergraduates through the TCU Central Admission System (CAS) . You submit one application, list program choices in order of preference across different universities, and the system matches you to a place based on your points, the minimum subject and grade requirements of each program, and how many slots remain.
TCU publishes a new Admission Guidebook for every academic year, listing the exact subject combinations and minimum points each program at each university accepts. Read the guidebook for your intake year before you rank choices. Requirements change program by program and year by year.
A handful of specialized or newer institutions recruit outside CAS and run their own direct application process. Check the admissions office page of any university whose program does not appear in the TCU guidebook. The direct-entry points below still apply as your baseline eligibility.
Direct entry from Form Six
The general minimum for direct entry is two principal passes in relevant subjects totaling at least 4.0 points, using the NECTA scale where A=5, B=4, C=3, D=2, E=1 and S=0.5. This is a floor, not a guarantee. Competitive programs and popular universities set higher cut-offs, and you compete against everyone who chose the same program.
Health science programs carry stricter rules. Medicine, dentistry and pharmacy generally require three principal passes in Physics, Chemistry and Biology, each at a minimum of grade C.
Equivalent entry from diploma or other qualifications
If you hold a diploma or an equivalent qualification approved by TCU, you apply under equivalent entry instead of direct entry. Most programs ask for a diploma GPA of at least 3.0, though this varies by university and course.

How many choices to rank
Rank a realistic mix: one or two ambitious programs at your top-choice university, a few solid mid-range options, and at least one safety choice you feel confident about. CAS matches you to the highest-ranked choice your points clear, so an honest safety option protects you from missing a spot entirely.
Application timeline
TCU opens the CAS portal after NECTA releases Form Six results, and applicants rank their program choices before the intake for that academic year begins. Each university confirms admission letters and sets reporting dates after selection closes. These windows shift slightly from year to year, so check the current TCU guidebook and portal notice rather than a past year's dates.
What to do if you miss a spot
Check whether TCU has opened a second or supplementary selection round for unfilled places.
Widen your choices to less competitive but accredited programs, or universities with open capacity.
Enroll in a diploma or certificate program at a technical college, then apply for equivalent entry after you finish.
Reapply the following cycle if you plan to resit subjects to raise your points.
After you get an offer
Confirm your place by the deadline on your admission letter. Unclaimed slots go to the next applicant on the list. Apply for a Higher Education Students' Loans Board (HESLB) loan separately if you need funding, since admission and loan approval run on different timelines.
