How University Admission Works in Uganda

Two routes into university

Uganda runs two parallel admission tracks for undergraduate study. Government sponsorship covers your tuition in full at a public university, funded by the state, and is awarded by merit through a national placement process. Private sponsorship means you pay your own tuition, either through a public university's private intake or at a private university, and admission is far easier to secure.

Both tracks start from the same national exam results. The difference is what happens after you have those results in hand.

Entry requirements: UCE and UACE

To qualify for a bachelor's degree place, you need the Uganda Certificate of Education (UCE, sat at Senior 4) with at least 5 passes, and the Uganda Advanced Certificate of Education (UACE, sat at Senior 6) with at least 2 principal passes obtained at the same sitting. Both exams are set by the Uganda National Examinations Board (UNEB).

Universities convert your best UACE principal passes into a weighted point score, and some programs add subject combination rules, for example science-based courses usually require principal passes in relevant science subjects. Check each university's admission guideline for the exact weighting used in your intended program.

How government sponsorship works

Government-sponsored places are shared across Uganda's public universities, among them Makerere University, Makerere University Business School, Mbarara University of Science and Technology, Kyambogo University, Gulu University, Busitema University, Muni University, Kabale University, Lira University, Soroti University and Mountains of the Moon University.

Applications go through the Academic Management Information System (ACMIS) online portal once UACE results are released. Makerere coordinates the process on behalf of the Joint Admissions Board , which sets cut-off points for each program based on how many places exist and how many qualified applicants apply.

A District Quota Scheme sits alongside pure merit selection. It reserves a share of government slots for each district, verified by local education officers, so admission is not decided by national top scores alone.

How private sponsorship works

If you do not win a government slot, or prefer not to compete for one, apply directly to a university's private sponsorship intake. Cut-off points are lower than for government sponsorship, and you pay tuition and functional fees yourself, usually with an option to pay in installments before classes start.

Makerere, for example, charges a non-refundable application fee of UGX 50,000 for Ugandan applicants (about $75 equivalent for international applicants) for its private undergraduate intake, and expects 60% of tuition plus all functional fees paid before you collect your admission letter.

Applicants aged 25 and above who lack standard UACE qualifications can apply through the Mature Age Entry Scheme , sitting a qualifying exam instead of UACE, and are admitted under private sponsorship.

Cut-off points keep rising

Government sponsorship gets more competitive most years, because the number of applicants scoring top grades grows faster than the number of subsidized places. After the 2025 UACE results, an unusually high share of candidates scored 20 points , the maximum possible from 3 principal passes, raising the effective bar for government-sponsored medicine, law and other high-demand programs.

If your target program has a high cut-off, apply to more than one university and rank your program choices realistically, pairing a competitive first choice with a fallback you would still accept.

Timeline

• UNEB releases UACE results, typically in the months after the November sitting.

• The Joint Admissions Board opens the ACMIS portal for government sponsorship applications shortly after results are out.

• Universities publish government admission lists by program, followed by private sponsorship application windows.

• Registration and fee payment deadlines follow, generally weeks before the semester starts.

If you miss a government slot

Apply for private sponsorship at the same university or a different one. Consider a related program with a lower cut-off in year one, then transfer once you have shown strong results. A certificate or diploma route through a technical institution, followed by advanced entry into year two of a related degree where a university's regulations allow it, is another way in.
