University Tuition and Cost of Study in Uganda

Government sponsorship covers tuition in full at public universities, leaving only small functional fees. Without it, expect UGX 2.6-4.5 million a year in tuition depending on the university and program, plus UGX 1.2-3 million a year for a hostel room.

What you pay depends on your sponsorship type
Cost of study in Uganda splits sharply along one line: whether you hold a government-sponsored place or not. Government sponsorship, won by merit through the national placement process, covers tuition in full at a public university. Everyone else, whether on a public university's private-sponsorship intake or at a private university, pays tuition directly, and prices vary by institution and program.
Tuition without government sponsorship
Uganda Christian University is reported at around UGX 4.2 million a year for Education and Arts programs and UGX 4.5 million for Science and Technology; confirm with UCU's current fees structure. Cavendish University Uganda charges roughly UGX 1.28-1.73 million a semester for day undergraduate programs, close to UGX 2.6-3.5 million a year. Medicine and other clinical or lab-heavy programs cost more across every institution, public or private, because of equipment and placement costs.

Functional fees that apply either way
Regardless of sponsorship type, students pay a National Council for Higher Education (NCHE) fee of around UGX 20,000 a year plus a guild fee set by their own institution (UGX 25,000 a year at some universities), alongside registration and examination charges each university sets. Some public universities, Makerere among them, require private-sponsorship students to pay a set share of tuition plus all functional fees before collecting an admission letter, with the balance due during the semester. Check your university's current admissions circular for the exact share.
A government benchmark for total cost
Uganda's national student loan scheme, now run by the Ministry of Education and Sports through the Higher Education Students' Financing Scheme after it absorbed the former Higher Education Students' Financing Board (HESFB), caps its annual loan at UGX 7,600,000 for tuition and functional fees combined. Any program costed above that limit falls outside what the loan will fund, which gives you a rough sense of what government considers a normal full-cost year for most programs. Programs like medicine often exceed it.
Housing costs by city
Where you study changes your living costs more than almost any other factor. In Kampala, self-contained hostel rooms with shared kitchen and social space run UGX 1.2-1.5 million a semester , roughly UGX 2.4-3 million across a full academic year of two semesters. In Mbarara, home to Mbarara University of Science and Technology, hostel rooms cost UGX 600,000-1.2 million a semester depending on whether you take a single or double self-contained room, around UGX 1.2-2.4 million a year.
Other living costs
Food, transport and personal costs stack on top of tuition and rent, and vary widely by lifestyle and city. Kampala carries the highest cost of living of any Ugandan student city, with boda-boda and taxi transport, restaurant meals and social activities all pricier than in smaller towns like Mbarara, Gulu or Jinja. Budget conservatively and check current prices with students already at your target university, since no single verified national figure covers food and transport spending for every student.
A worked example
Combine sourced tuition and housing figures and a private-sponsorship year at a university like Uganda Christian University, with a Kampala hostel room, runs roughly UGX 6.6-7.5 million for tuition and housing alone, before food, transport, books and personal costs. A government-sponsored student in Mbarara, by contrast, pays no tuition and as little as UGX 1.2 million a year for a hostel room, making a public university with a government-sponsored place by far the cheapest realistic route through a Ugandan degree.
