UP's Socialized Tuition System: How the Iskolar ng Bayan Bracket Works

Two Systems Layered on Each Other

UP students deal with two separate policies that often get confused. Republic Act 10931, the Universal Access to Quality Tertiary Education Act, took effect for academic year 2018-19 and made tuition and standard school fees free for qualified Filipino students in their first undergraduate degree at state universities and colleges, UP included. The Socialized Tuition System (STS), which replaced the older STFAP in December 2013, is UP's own bracket system and predates RA 10931 by several years. Today the STS's main job is sorting students by family income to decide who qualifies for financial assistance beyond the free tuition RA 10931 already guarantees.

How the Brackets Are Set

UP places every incoming and continuing Filipino undergraduate into one of six income brackets, from A at the top to E2 at the bottom, based on a Financial Assessment Form (FAF) submitted with supporting documents such as income tax returns, certificates of employment, or a barangay certificate of indigency for households with no formal income.

The peso cutoffs for each bracket are not flat across the student body. UP's Office of Student Financial Assistance sets a higher set of income thresholds for 1st to 3rd year undergraduates than for 4th year and other undergraduates, so the amount that qualifies you for a given letter depends on your year level. Check your campus Office of Scholarships and Student Services (OSSS) or UP's current STS bracket table for the exact figures that apply to your year level and academic year, since thresholds get revised between academic years.

What Free Tuition Already Covers

Under RA 10931, a Filipino student admitted to their first undergraduate degree at UP does not pay tuition or standard miscellaneous fees, regardless of STS bracket, as long as they meet UP's admission requirements, hold no prior bachelor's degree, and stay within their program's normal residency period. This applies automatically once you enroll. You do not apply for it separately from your STS bracket.

What Your Bracket Still Determines

With tuition and standard fees already free for everyone, your STS bracket now mainly decides whether you receive financial assistance on top of that. Students placed in the lowest brackets, E1 and E2, are the ones eligible for a monthly stipend and other allowances meant to cover living costs, books, and transportation, not tuition itself. Students in higher brackets, A through C, generally do not receive this extra assistance, since the assessment found their household able to shoulder those costs.

Exact stipend amounts, application windows, and any fee outside the RA 10931 exemption that still scales with bracket change by academic year and by campus. Confirm current figures directly with your UP unit's OSSS rather than rely on a fixed number, since UP updates these through its own financial assistance guidelines.

Retention Rules That Keep Your Free Tuition

RA 10931 free tuition and STS bracket assistance both depend on staying enrolled and meeting UP's own academic retention standards. A student who fails a program's minimum grade requirement, exceeds the maximum residency period for their degree, or already holds a previous bachelor's degree loses eligibility for the RA 10931 exemption and reverts to paying full cost. STS-funded stipends carry their own attendance and academic standing conditions set by each campus's OSSS, so check your unit's specific retention policy alongside your bracket assignment.

What Siblings in the Same Family Should Know

Family income for the FAF assessment covers the whole household, not only the applying student, so siblings enrolled at UP at the same time are generally assessed against the same household income figure. If your family's circumstances change, a parent losing a job or a sibling graduating and starting to earn, most campuses accept a reassessment request through OSSS rather than requiring you to wait for the next full FAF cycle.

How to Apply for a Bracket

• Submit the Financial Assessment Form during enrollment or within the period your campus OSSS announces

• Attach income documents for every working household member: latest income tax return, certificate of employment and compensation, or business permit and financial statements for self-employed parents

• Households with no verifiable formal income submit a barangay certificate of indigency plus an affidavit of income, where applicable

• Wait for OSSS to release your bracket assignment before the start of the semester so you know whether you qualify for a stipend

If your family's financial situation changes mid-program, most UP campuses accept a bracket reassessment application through OSSS instead of waiting until your next enrollment cycle.
