How UPU Merit Scores Are Calculated for Malaysian Public University Admission

Two numbers, one ranking

UPU ranks every applicant using a single merit score, but that score comes from combining two separate parts: your academic result and your co-curricular record. The academic part carries far more weight in the final score than the co-curricular part, so strong grades matter more than a packed activity list, though co-curricular points still separate two applicants with similar grades.

The academic component

Your academic score depends on which pre-university route you took, converted onto a common scale so UPU compares applicants fairly across routes.

• STPM leavers: your CGPA calculated from the 11-grade scale (A worth 4.00 points down to F worth 0.00) across your subjects, with grade C and above counted as a principal pass.

• Matriculation graduates: your matriculation CGPA on your matriculation college's own grading scale.

• Diploma holders: your diploma CGPA from your certifying institution.

Because these routes use different grading scales, UPU converts each one onto its own ranking scale before comparing a STPM applicant against a Matriculation or Diploma applicant for the same course.

The co-curricular component

Your co-curricular score comes from points your school or matriculation college awards and submits on your behalf, not from anything you self-report on the UPU portal. Activities that typically feed into this score include:

• Sports achievement at school, district, state or national level

• Leadership positions, such as prefect or club president

• Uniformed bodies, such as Scouts, Girl Guides, Red Crescent or cadet corps

• Community service and entrepreneurship or innovation activities

Keep certificates and records for your activities throughout your STPM or Matriculation years, since your school needs documentation to verify and submit accurate points on your behalf.

Quota categories outside the general pool

UPU places some applicants through quota categories that sit outside the general merit pool, including a rural student quota, a quota for applicants with disabilities (OKU), and a sports quota for state or national level athletes. Matriculation's own intake, allocated under its Bumiputera and non-Bumiputera quota policy before students even reach UPU with a Matriculation CGPA, is a separate layer from these UPU-level quotas.

Understanding the quota categories

The rural student quota applies to applicants from designated rural schools, recognizing that these schools often have fewer resources than urban schools. The OKU quota applies to applicants with registered disabilities, and the sports quota applies to applicants with verified state or national-level sporting achievement. Applicants placed through one of these quotas still need a minimum academic result, but they get ranked within their quota category rather than against the full national applicant pool.

Your merit score is not the same as your raw CGPA

A high raw CGPA does not translate directly into a high merit score, since UPU applies its own scale and weighting rather than using your CGPA figure as-is. Two applicants with the same CGPA from different routes, one from STPM and one from Matriculation, do not automatically receive the same merit score, because UPU applies each route's own conversion before ranking.

Your school counsellor or matriculation college adviser is a more reliable source for your expected merit score than comparing your raw CGPA against a friend on a different route.

Extra requirements for competitive courses

Medicine, dentistry, pharmacy, law and other high-demand courses add requirements on top of the merit score. These typically include minimum grades in specific subjects, such as Biology and Chemistry for medicine, and a minimum MUET band. Some universities add a further assessment or interview for courses like medicine and dentistry, on top of your merit score ranking.

Why two students with the same CGPA get different offers

A tie in academic CGPA between two applicants gets broken by the co-curricular score, and then by course-seat availability matched against each applicant's choice order. This is why ranking your genuine first-choice course first matters as much as your grades.

Two applicants who each rank the same course first do not compete equally against an applicant who ranked it as a lower preference. UPU processes applicants against a course in order of how highly they ranked it, so a slightly lower CGPA paired with that course as your genuine first choice sometimes beats a higher CGPA paired with the same course ranked third or fourth on a longer preference list.

How to raise your merit score

• Prioritize your academic grades over your co-curricular record, since academics carry the larger weight.

• Stay consistent in verified co-curricular activities across your STPM or Matriculation years rather than joining several clubs only near the end.

• Retake weak STPM subjects where your school allows it, before your final CGPA locks in for UPU submission.

• Confirm any extra requirements, such as MUET band or subject grades, for competitive courses well before you rank them on your UPU application.

Treat your merit score as a moving target you influence over your full pre-university period, not a fixed number set only by your final exam. Every semester of academic performance and every recorded co-curricular activity feeds into the final figure UPU ranks you on, so consistent effort across your whole STPM or Matriculation programme pays off more than a late push before results.
