How to File a UPU Rayuan Appeal for a Second-Choice Public University Place
By Muntasir Minhaz • Published Aug 07, 2026 • Study in Southeast Asia
You can only file a UPU rayuan appeal if you got no offer at all, or if you only received a certificate-level offer at a polytechnic, community college, or ILKA. If you already hold a foundation, diploma, or degree offer, MOHE does not let you appeal to switch to a different campus or course.
📩 Submit your appeal at upu.mohe.gov.my inside the appeal window MOHE publishes with your results.
⏱️ In the 2026 SPM cycle, the appeal window ran from 22 May 2026, 12pm to 31 May 2026, 5pm, a 10-day window.
Community college appeals go straight to the college, not through UPUOnline.
Your outcome depends on seat vacancies at the programme you request, not on preference alone.
Who Can Actually File a Rayuan Appeal
UPU's rayuan appeal exists for two groups only: SPM leavers who received no offer at all from any public university (UA), polytechnic, community college, or public skills training institute (ILKA), and SPM leavers who only received a certificate-level offer but want to appeal for a diploma or foundation place at a public university instead. UA covers Malaysia's public research and comprehensive universities, ILKA covers public skills training institutes, and both intakes run through the same UPU system as polytechnics and community colleges. MOHE confirmed this scope in its 2026 UPU results media statement .
What Rayuan Cannot Do
If you already hold an offer at foundation, diploma, or bachelor's degree level, you cannot use rayuan to move to a different university, campus, or course. MOHE describes first-round offers as final, using the word muktamad. Many students assume rayuan works like a request for a better second choice. It does not. It exists to give unsuccessful applicants a second attempt, not to let successful applicants trade up.
Documents and Information to Prepare
Your UPU applicant IC number and the password used for your original application.
Your SPM result slip and any certificate-level offer letter you received.
A shortlist of alternative programmes or institutions you would accept, in order of preference.
A reliable internet connection and device, since UPUOnline is the main route for most appeals.
Step by Step: Filing Online at UPUOnline
Go to upu.mohe.gov.my and log in with the same credentials from your original UPU application.
Check whether a rayuan option appears on your dashboard. It only shows for applicants who qualify, meaning no offer or a certificate-only offer.
Select alternative programmes and institutions from the choices the system offers you.
Review your selections and submit before the appeal window closes.
Save or screenshot your submission confirmation for your records.
2026 Appeal Timeline as an Example
Exact dates move each year with the SPM results calendar, but the structure repeats. Here is how the 2026 cycle ran, based on MOHE's own announcement:
| Stage | 2026 date |
|---|---|
| UPU results announced | 22 May 2026 |
| Appeal window opens | 22 May 2026, 12:00 noon |
| Appeal window closes | 31 May 2026, 5:00 pm |
| Offer acceptance period | 23 to 31 May 2026 |
Check upu.mohe.gov.my directly each results cycle. The appeal window stays open for 10 days from the results announcement, but the calendar dates shift with the SPM marking and release schedule that year.
Community College Appeals Work Differently
If you want to appeal specifically for a community college (kolej komuniti) place, do not go through UPUOnline. Contact the community college directly, since MOHE routes those appeals outside the main UPU appeal system.
After You Submit: What Happens Next
MOHE allocates appeal outcomes based on seat vacancies, called kekosongan tempat, left after the first round of offers, not purely on your preference order. A programme with no remaining vacancy will not accept new appeal placements no matter how strong your SPM results. You get your appeal result through the same UPUOnline portal, typically within weeks of the appeal window closing. You can also track your status through the UPUPocket mobile app or the MyGov app, which mirror the UPUOnline portal and give you another way to check without logging into a browser.
Common Mistakes That Cost Students Their Appeal
Missing the 10-day window because you did not check the UPU portal right after results day.
Assuming you can appeal to change a university or course you already got offered, which MOHE does not allow.
Sending appeal documents to your school or state education office instead of submitting through UPUOnline.
Listing only your top-choice programme as an alternative, which narrows your chances if that programme has no vacancy either.
If Your Appeal Does Not Succeed
If no public university place opens up, your realistic next options are a private university or twinning programme place, a foundation or diploma route at a polytechnic or community college outside the UPU system, or reapplying to UPU in a future intake. Each option carries its own cost and timeline, so compare them against your budget and study goals before committing.
