WES, ECE and IQAS Compared: Getting ASEAN Transcripts Evaluated for US and Canadian Applications
By Muntasir Minhaz • Published Aug 07, 2026 • Admissions & Applications
WES and ECE are the two most widely accepted credential evaluators for US and Canadian university applications. IQAS is a Canadian government service, mainly used for immigration purposes, not for most university admissions.
🎓 WES: most widely accepted by US universities and Canadian immigration (IRCC)
📩 ECE: also NACES-accredited, processes evaluations in about 5 business days once documents are complete
🏠 IQAS: Alberta government service, mainly for Canadian immigration credential assessment, not university admissions
⏱️ Always check which specific evaluator your target university or immigration application requires before you pay
Why credential evaluation matters for ASEAN applicants
US and Canadian universities, and Canadian immigration authorities, cannot directly interpret a Southeast Asian secondary school certificate, diploma, or bachelor’s degree transcript against their own grading and qualification systems. A credential evaluation service reviews your academic documents and issues a report explaining how your qualification compares to a US or Canadian equivalent, such as stating that a diploma equals a certain number of years of US postsecondary study, or converting your grades to a US-style GPA.
Many university applications and most Canadian immigration pathways require this report before they will process your application.
WES: the most widely required option
World Education Services (WES) evaluates academic credentials from institutions in more than 200 countries and territories, and has issued over four million evaluations. WES is a founding member of NACES, the National Association of Credential Evaluation Services, and its reports are widely accepted by US universities, employers, and licensing boards.
In Canada, WES is one of the organizations Immigration, Refugees and Citizenship Canada (IRCC) accepts for Educational Credential Assessment (ECA) reports under Express Entry.
WES offers different report types, including document-by-document evaluations, which confirm your credential and its US or Canadian equivalent, and course-by-course evaluations, which convert every individual course and grade into a US-style GPA. Graduate school applications and most Express Entry ECA requirements ask for the course-by-course report specifically, since it gives a more detailed academic picture. Check your target university’s or immigration application’s exact requirement before ordering, since ordering the wrong report type wastes both time and money.
ECE: the other major NACES-accredited option
Educational Credential Evaluators (ECE) is also a founding NACES member, accredited since 1987, with more than 45 years in credential evaluation. ECE processes most orders in about five business days once it has received all required documentation, not counting delivery time or weekends and holidays. Its course-by-course report is the most commonly ordered option, chosen by the large majority of ECE customers, and it also offers specialized reports for nursing licensure and other professional credentialing needs.
Some universities and organizations specifically name ECE, rather than WES, as their required or accepted evaluator, so always check the exact wording on your target school’s admissions page before choosing between the two. Where a university simply says “a NACES-member evaluator,” either WES or ECE generally satisfies the requirement.
IQAS: a Canadian government service, mostly for immigration
The International Qualifications Assessment Service (IQAS) is run by the government of Alberta, Canada, not a private NACES-member agency like WES or ECE. IQAS assesses foreign education credentials for three main purposes: immigration applications requiring an Educational Credential Assessment, employment or professional licensure, and pre-assessment for students continuing education in Canada.
IQAS reports are explicitly described as advisory only, meaning they compare your credential to Canadian standards without certifying it as an official equivalent for every purpose.
For ASEAN applicants, the practical distinction matters: IQAS is one of the government-recognized options for a Canadian immigration ECA report, similar to WES in that specific role, but it is not a NACES member and is far less commonly requested by US universities or by Canadian university admissions offices directly. If your goal is a university application, WES or ECE is the safer default. If your goal is specifically a Canadian permanent residence application through Express Entry, check the current list of IRCC-designated ECA organizations on the IRCC website before choosing between WES, IQAS, or another designated body.
Applicants sometimes assume one evaluation covers every purpose, but a university admissions evaluation and an immigration ECA report are not always interchangeable, even from the same organization. A WES report ordered for a university application may not satisfy an IRCC Express Entry requirement, and the reverse also holds. State your exact purpose when you order, since evaluators offer separate order types for academic admissions versus immigration purposes, and choosing the wrong one means paying again for a second report.
Side-by-side comparison
| WES | ECE | IQAS | |
|---|---|---|---|
| Type | Private, NACES founding member | Private, NACES founding member | Government of Alberta service |
| Main use | US university admissions, Canadian ECA | US university admissions, some Canadian uses | Canadian immigration ECA, licensure |
| Report types | Document-by-document, course-by-course | Document-by-document, course-by-course, specialized (nursing, licensure) | Advisory comparison reports |

Steps before you order any evaluation
Check your target university’s admissions page for the exact evaluator name and report type they require.
For immigration applications, confirm the current list of IRCC-designated ECA organizations, since this list is set by IRCC and can change.
Gather official transcripts and certificates directly from your school or ministry of education, since evaluators require documents sent through official channels, not scanned copies from the applicant.
Order the course-by-course report if you are unsure, since it covers most graduate admissions and immigration ECA requirements that a simpler document-by-document report does not.
Start the evaluation process early. Document collection from ASEAN schools and ministries, plus evaluator processing time, can take longer than your application deadline allows if you start late.
