WES or CICIC: Which One to Use for a European Degree Once You're Back in Canada

TL;DR

Use WES when a specific Canadian employer, regulator, or graduate program asks for a WES report by name. Use CICIC when you need general information about how Canada treats a European credential, since CICIC does not evaluate credentials itself, it points you to the organization that does.

  • 🎓 WES issues an actual evaluation report, accepted by many employers, universities, and Immigration, Refugees and Citizenship Canada

  • 📩 CICIC is a federal-provincial-territorial information service, not an evaluator

  • Provincial regulators for engineering, teaching, nursing, and law run their own separate assessment

  • Read the exact requirement on the application page before you pay for either

WES and CICIC do different jobs

World Education Services (WES) is a credential evaluation service. You send WES your transcripts and degree documents from your European program, and WES issues a report stating what your foreign credential equals in Canadian or US terms. That report is a document you can hand to an employer, a school, or an immigration application.

The Canadian Information Centre for International Credentials (CICIC) does not do that. CICIC is a federal-provincial-territorial information hub that helps you figure out which organization is responsible for recognizing your specific credential in your specific situation, then points you there. It runs a tool for exactly this on cicic.ca , but it does not issue evaluation reports of its own.

When Canadian employers and schools ask for WES

Graduate schools, many employers doing their own internal review, and Immigration, Refugees and Citizenship Canada for certain immigration streams accept WES reports directly, according to WES , which states it works with 60,000-plus educational institutions and reports being trusted by employers, licensing bodies, and immigration authorities in Canada and the US. WES offers a standard evaluation for employment and academic purposes, a separate Educational Credential Assessment (ECA) built for immigration applications, and a specific Pathways to Teach Canada evaluation for teaching credentials.

If a job posting, a graduate admissions page, or an immigration form names WES specifically, or asks for an "ECA," that is your signal to order the WES report that matches the purpose, since the standard report and the immigration ECA are not interchangeable.

When CICIC is the right stop

Start with CICIC when you are not sure yet which body handles your situation, for example if you finished a European degree in a regulated field and do not know whether a provincial regulator, a university admissions office, or a private evaluator like WES owns the decision. CICIC's role is directing you to the right organization rather than making the call itself, so treat it as your first stop for orientation, not your last stop for a document you can submit.

CICIC is also the better starting point for general questions about how Canada's credential recognition system works across provinces, since education and most licensing in Canada is provincial, and CICIC exists specifically to help people navigate that patchwork.

Where provincial regulators fit in

For regulated professions such as engineering, teaching, nursing, and law, the provincial regulator in the province where you want to work usually runs its own credential assessment, separate from both WES and CICIC. A WES report can support your file, but it does not replace a provincial regulator's own review process, and CICIC will direct you to that regulator rather than to WES for a licensing decision.

Which one to start with

If you already know the exact organization asking for a WES report, order it directly and skip CICIC. If you are not sure who needs what yet, start at CICIC, confirm which body owns your situation, then order a WES report only if that body specifically requires one. This saves you from paying for an evaluation that the organization reviewing your file does not actually accept.
