West Virginia Financial Aid: State Grants, Scholarships and Free College Programs

TL;DR

West Virginia funds three main state aid programs on top of federal aid. The PROMISE Scholarship pays up to $5,500 a year for strong high school graduates, the WV Higher Education Grant pays need-based awards to any FAFSA filer, and the WV Invests Grant covers tuition at the state's community and technical colleges in high-demand fields.

  • 📩 File the FAFSA every year. It is the entry point for the Higher Education Grant and most other aid.

  • 🎓 PROMISE pays up to $5,500 a year for up to four years, and needs a 3.0 high school GPA plus a qualifying test score to start.

  • 💵 The WV Higher Education Grant needs no separate application beyond the FAFSA, filed by April 15 each year.

  • WV Invests covers tuition, mandatory fees and program fees at any of the state's 10 community and technical colleges for eligible certificate and associate programs.

West Virginia Financial Aid: State Grants, Scholarships and Free College Programs

Start with the FAFSA

Almost every state and federal aid program in West Virginia runs off the Free Application for Federal Student Aid (FAFSA). File it as early as your school year allows, and file it again every year you stay enrolled. It feeds directly into the WV Higher Education Grant and stays required to keep most state scholarships active.

PROMISE Scholarship: merit aid for WV high schoolers

The PROMISE Scholarship pays up to $5,500 a year toward tuition and mandatory fees, or the actual cost of tuition and fees if that is lower, at eligible West Virginia colleges. It is West Virginia's flagship merit award for graduating high school seniors.

To qualify at graduation you need at least a 3.0 high school GPA plus a qualifying ACT or SAT score set by the state. Check current qualifying scores directly with cfwv.com , since test-score policy has shifted in recent years. Both the PROMISE application and the FAFSA are due by March 1 for students entering college the following fall, according to the state's financial aid site .

Once you are in college, PROMISE pays for up to four undergraduate years or until you finish a bachelor's degree, whichever comes first, according to WVU's financial aid office . To renew it each year you need a 2.75 cumulative GPA, at least 30 earned credit hours in the prior year, and full-time enrollment in degree-required courses, except during your final year of eligibility.

WV Higher Education Grant: need-based aid

The WV Higher Education Grant is a need-based program open to students of any age at eligible West Virginia colleges. You do not fill out a separate application. Filing the FAFSA by April 15 each year automatically puts you in consideration.

Award amounts depend on your financial need and how much the state legislature funds the program that year, so the amount is not fixed from year to year. It stacks with other state, federal and institutional aid.

WV Invests Grant: free community and technical college

The WV Invests Grant works as a last-dollar scholarship. It covers tuition, mandatory fees and academic program fees for a certificate or associate degree in a high-demand field at any of West Virginia's 10 community and technical colleges, spread across 27 locations statewide.

Because it is last-dollar aid, it pays what your other grants and scholarships do not already cover, up to the full cost of tuition and mandatory fees. It does not cover textbooks or supplies outside approved program fees. Many qualifying credentials take 16 to 24 months to finish, giving you a fast, low-cost route into a specific career field.

Federal aid still comes first

State aid stacks on top of federal aid, not instead of it. File the FAFSA to see your federal Pell Grant and loan eligibility before you count on state programs to cover the rest of your bill. Federal loan rules changed heading into the 2026-27 year under a 2025 federal law that reset borrowing caps and replaced past repayment options. Check studentaid.gov directly for your current federal loan limits before you build a full financing plan.

Campus and institutional aid

Every WV public university and community and technical college also runs its own scholarships, funded outside the three state programs above. These range from academic department awards to need-based campus grants tied to a specific school. Contact each school's financial aid office directly, since award amounts and deadlines differ campus by campus and no single statewide list tracks them.

A funding example

Take a WV resident with a qualifying GPA and test score, heading to a four-year public university with around $11,000 in yearly tuition and fees. PROMISE alone covers about half that cost. Adding a WV Higher Education Grant, for a student who shows financial need on the FAFSA, plus a federal Pell Grant, closes most of the remaining gap before the student borrows a single loan dollar. A student heading to a community and technical college for a high-demand certificate often sees the WV Invests Grant cover tuition and mandatory fees in full, leaving only books and living costs to plan for.

Timing your applications

Line up your deadlines before senior year starts. File the FAFSA as soon as it opens each cycle, since your state and federal aid both depend on it. Submit the PROMISE application by March 1 alongside your FAFSA if you want the merit award. Community and technical college applicants should confirm the WV Invests Grant process directly with their chosen college's financial aid office, since it runs through the campus rather than a separate statewide portal.
