Your own university's nomination committee picked which doctoral candidates it put forward before any file reached a Vanier committee.
What CGRS-D scores instead
CGRS-D drops the three-way Vanier split for two equally weighted criteria instead: research potential and relevant experience and achievements, each worth half the score, according to NSERC's CGRS-D page . Research potential still covers proposal quality, methodology and originality.
