How It Works

1. The Dual-Trigger Independent Gate Rule

Unlike aggregate-based exams, the Steering Committee for the Test Of Proficiency-Huayu (SC-TOP) enforces rigorous safeguards. To secure a certificate, applicants must cross TWO simultaneous independent thresholds:

  • Listening Minimum Requirement for that level.
  • Reading Minimum Requirement for that level.

Failure to meet the minimum score in either module prevents certification at that level. If a student receives Level 4 in Reading but Level 3 in Listening, the final consolidated certificate defaults to **Level 3**.

2. Scale Differentiation (CAT vs Formal)

Taiwan maintains two distinct testing methodologies. The **Formal Format** uses static exams bound by discrete Bands (Novice, A, B, C) where each section is scored on a scale from 0 to 80. The adaptive **CAT Format** employs Item Response Theory across a unified range from 0 to 700 per module, automatically mapping proficiency across all levels up to Level 6.
