TÖMER bands run A1 → C2. Türkiye Bursları normally requires C1 by end of the language prep year before degree study begins.

How It Works

1. The TÖMER Exam

The Turkish Proficiency Exam (Türkçe Yeterlik Sınavı) is the gatekeeping language test for international students entering Turkish universities. The most recognised issuer is Ankara University TÖMER, but a network of accredited TÖMER centres (Gazi, İstanbul, Yunus Emre Enstitüsü, etc.) issues certificates recognised by Yükseköğretim Kurulu (YÖK).

The exam scores four sections — Listening (Dinleme), Reading (Okuma), Writing (Yazma), Speaking (Konuşma) — out of 100 each. The overall score is the average, and the certified CEFR level (A1 → C2) is assigned using these bands:

C2 · 90–100 · mastery
C1 · 80–89 · effective operational
B2 · 70–79 · independent vantage
B1 · 60–69 · threshold
A2 · 50–59 · waystage
A1 · 40–49 · breakthrough
Below A1 · 0–39 · not certified

Critical sub-rule: each section must clear its own band floor. A 95 in Reading paired with a 45 in Speaking does not certify C2 — the certificate is capped by the weakest section, exactly as four-skill assessment frameworks demand.

2. Türkiye Bursları Pathway

Türkiye Bursları (the Türkiye Scholarships programme) is administered by Yurtdışı Türkler ve Akraba Topluluklar Başkanlığı (YTB) on behalf of the Republic of Türkiye. Scholarship holders without Turkish proficiency receive a fully-funded preparatory year at a TÖMER centre and must reach C1 before commencing their degree:

Undergraduate (Turkish-medium) — C1 required to begin programme.
Postgraduate (Turkish-medium) — typically B2 minimum; many programmes still demand C1.
English-medium programmes — Turkish proficiency is waived for academic study but A2 Turkish is still typically required for daily life and visa renewal.
End of prep year — failure to achieve C1 may extend prep by one further year or result in scholarship termination per YTB regulations.

This tool encodes the minimum-section rule explicitly: if any of your four sections is below the band floor of the level your overall score implies, the calculator demotes the certified level to whatever the weakest section actually clears.
