In-State Tuition in Nebraska: Residency Rules and How to Qualify

By Muntasir Minhaz • Published Jul 14, 2026 • US States & Cities

TL;DR

Nebraska requires 12 months of established residency before you enroll to qualify for in-state tuition. Enrolling within that window locks you into nonresident rates for your entire program.

  • 📩 You need a notarized Affidavit of Intent plus proof of a Nebraska home and three supporting documents.

  • Military members, National Guard dependents, university employees, Native Americans connected to Nebraska tribes, and Nebraska high school graduates skip the 12-month rule.

  • ⏱️ Reclassification deadlines: October 1 for fall, March 1 for spring, July 1 for summer.

  • 💵 The eight-state Midwest Student Exchange Program cuts nonresident tuition by an average $7,000 a year if you qualify.

In-State Tuition in Nebraska: Residency Rules and How to Qualify

What Counts as Nebraska Residency for Tuition

Nebraska tuition residency runs on a 12-month rule. You must establish a real domicile in Nebraska, not just a mailing address, for 12 months before the term you want in-state rates to start. The University of Nebraska-Lincoln residency policy sets the standard the system follows.

The rule has a trap. If you move to Nebraska and enroll in any college within 12 months of arriving, the Board of Regents treats you as living there for school, not for a permanent home. You stay classified nonresident for your entire enrollment, even after 12 months pass, unless you fall into an exception category below.

Who Gets Classified Nonresident

  • You did not graduate from a Nebraska high school or earn an equivalent there.

  • You earned a GED anywhere, regardless of where you live now.

  • You enrolled in any college within 12 months of moving to Nebraska.

  • You have not maintained a Nebraska home for 12 months before your term starts.

  • You previously attended a Nebraska postsecondary school full time as a nonresident.

Documentation You Need

Every residency application starts with a notarized Affidavit of Intent. On top of that, you submit two sets of proof.

Documentation I proves you have a home in Nebraska: a lease, mortgage paperwork, canceled rent checks, or a notarized letter from your landlord. Documentation II asks for three supporting items from a list that includes a current Nebraska driver's license, voter registration, recent bank statements, vehicle registration, pay stubs showing Nebraska state tax withholding, or a Nebraska state tax return.

Exceptions That Skip the 12-Month Wait

Several groups qualify for resident tuition without waiting out the standard 12 months, according to the UNL residency policy .

CategoryWho qualifies
Military and National GuardActive duty members or dependents with a permanent duty station or home of record in Nebraska
University and state college employeesStaff working 0.5 FTE or more
Native AmericansMembers of tribes indigenous to or historically connected with Nebraska
Nebraska high school graduatesStudents who earned a diploma from a Nebraska high school

The residency policy reviewed for this article does not spell out separate provisions for DACA recipients or other undocumented students, so confirm your status directly with your campus residency office before you enroll.

How to Apply for Reclassification

Submit your residency application through your campus student portal (MyRED at UNL) with all required documents attached. Deadlines run by term: October 1 for fall, March 1 for spring, and July 1 for summer, according to the UNL residency office . You get a decision within 10 to 14 business days after your application is complete.

An incomplete application voids after 60 days if you do not submit the missing documents. If you plan to compete for resident scholarships, submit your residency application before the scholarship and deposit deadlines, since resident rates only apply once your classification is approved. Breaking enrollment for more than two years means you start the residency process over.

Reciprocity: Nonresident Discounts Without Full Nebraska Residency

Nebraska belongs to the Midwest Student Exchange Program , a reciprocity agreement covering Indiana, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Ohio and Wisconsin. If you live in one of the other member states and attend a participating Nebraska school, you pay a discounted nonresident rate instead of the full sticker price, saving an average of $7,000 a year compared to standard nonresident tuition.

Nebraska does not participate in the New England Board of Higher Education Tuition Break or the Southern Regional Education Board's Academic Common Market, since both cover different regions of the country. If you live outside the Midwest exchange states, expect to pay full nonresident tuition unless your target campus offers its own out-of-state scholarship, like UNK's New Nebraskan Scholarship.
