Moving to Iowa and enrolling full-time right away does not start this clock in your favor, since your enrollment level during that year is restricted.

Enrollment limits while you qualify

During your 12 qualifying months, undergraduate enrollment is capped at 6 semester hours in fall or spring terms and 4 in summer. Graduate students face the same structure: 5 semester hours in fall or spring, 4 in summer. Enroll above those caps and the university treats you as a student living in Iowa temporarily, not someone building an independent life in the state, which resets your qualifying period.

Documents to gather

Applications for residency reclassification typically require:

  • An Iowa driver's license or Iowa DOT-issued ID

Starting fall 2025, new undergraduates from Minnesota, Wisconsin, Illinois, Missouri, Nebraska, and South Dakota pay the same tuition as Iowa residents, according to UNI .
