What resident means for South Carolina tuition

South Carolina classifies you as a resident for tuition purposes only if you are domiciled in the state, meaning South Carolina is your true, fixed home and you intend to stay. An independent student must be physically present and domiciled in South Carolina for 12 continuous months immediately before the first day of class for the term you claim resident status, with no domiciliary ties left in another state. If you are a dependent student, residency generally follows your parent or legal guardian's domicile, not your own address at school.

Proving the 12 months

Moving to South Carolina is not enough on its own. You need to show you abandoned your old domicile and settled permanently in the state. Registrars at USC and Clemson look for documents dated before the term starts, not gathered right before you apply.

To use it, get accepted into the specific out-of-state program first, then file the Academic Common Market residency form with CHE along with your acceptance letter. The program must be judged sufficiently different from what South Carolina schools already offer, so check with CHE before committing to a school choice.

Property ownership and other borderline cases

Owning a South Carolina home, having a job offer, or being a dependent of a parent who lives in South Carolina part-time does not by itself establish residency. Registrars review each case on the full mix of evidence, not any single document, and weigh whether your ties to South Carolina look permanent rather than convenient for tuition purposes.

Divorced or separated parents can complicate a dependent student's residency status too, since campuses generally look at which parent claims you for tax purposes and where that parent is domiciled.
