How Colorado organizes public higher education

The Colorado Department of Higher Education (CDHE) and the Colorado Commission on Higher Education set statewide policy for public colleges, but each campus runs its own admissions and sets its own tuition within state rules. Public four-year education sits inside two multi-campus systems, five standalone public universities, and a 13-college community college system. University of Colorado system

The University of Colorado has four campuses under one Board of Regents. CU Boulder is the flagship and the state's largest research university, with strong programs in aerospace engineering, business, and the sciences. CU Denver serves an urban, commuter-heavy student body in the heart of downtown Denver. CU Colorado Springs (UCCS) offers a mid-size campus with a growing cybersecurity and engineering focus. Colorado State University system

How admission decisions work

Colorado's public four-year campuses use the Higher Education Admission Recommendations (HEAR), a recommended set of high school courses across English, math, science, social studies, and foreign language. Individual campuses publish a GPA and test-score range that guides admission decisions rather than a strict cutoff, and several campuses, including CU Boulder and CSU Fort Collins, admit without requiring ACT or SAT scores. Selective programs such as engineering or nursing often carry a higher bar than general admission to the same campus. Most public campuses run rolling or priority-deadline admission rather than a single hard cutoff, so applying earlier in your senior year gives you a better shot at both admission and merit scholarship consideration.

Earning college credit before you apply

Colorado high school students can build a head start through concurrent enrollment, where the state covers tuition for approved college courses taken while still in high school, alongside Advanced Placement and International Baccalaureate credit. Many students arrive at a CU, CSU, or CCCS campus with a semester or more of credit already earned, which shortens time to degree and lowers total cost regardless of which system they choose.

Transfer admission

Colorado built a statewide guarantee for community college transfers.
