Public Universities and Colleges in Puerto Rico: Systems, Flagships and How Admission Works

By Muntasir Minhaz • Published Mar 01, 2026 • US States & Cities

TL;DR

Puerto Rico's public higher education runs through one system, the University of Puerto Rico (UPR), with 11 campuses across the island. Admission uses a GPA-plus-test-score index called the IGS instead of the mainland application essay process.

  • 🎓 11 UPR campuses total, from research universities to regional colleges

  • Río Piedras and Mayagüez are the two flagship campuses

  • Recinto de Ciencias Médicas trains doctors, dentists, pharmacists and nurses

  • 📩 Admission runs on the IGS index: GPA plus PAA or SAT scores

  • A non-traditional path admits students with a 2.0 GPA in one of 7 special categories

  • ⏱️ Fall 2026 admission confirmation closes March 13, 2026

  • Río Piedras accepted about 55% of applicants in recent cycles

Public Universities and Colleges in Puerto Rico: Systems, Flagships and How Admission Works

The University of Puerto Rico System

The University of Puerto Rico (UPR) is the island's public university system and the main path into public higher education for residents. It runs 11 campuses spread across Puerto Rico, from large research universities to small regional colleges, all governed by one UPR system administration .

Which Campuses Are the Flagships

UPR Río Piedras, in San Juan, is the oldest and largest campus. It offers the widest range of majors, including law, business, education, natural sciences, humanities and social sciences, and carries the most name recognition of any public school on the island.

UPR Mayagüez, on the west coast, is the system's engineering and science flagship. It runs some of the strongest engineering, computer science and agricultural science programs in the Caribbean and sends a large share of its graduates into mainland graduate schools and tech employers.

The Recinto de Ciencias Médicas (Medical Sciences Campus), in San Juan, is different from the other two. It focuses on graduate and professional training in medicine, dentistry, pharmacy, public health and nursing rather than a traditional undergraduate experience.

The Regional Campuses

Puerto Rico does not run a separate public community college system the way many states do. Instead, UPR's regional campuses (Aguadilla, Arecibo, Bayamón, Carolina, Cayey, Humacao, Ponce and Utuado) cover that role, offering associate degrees and a growing list of bachelor's programs closer to home for students who want smaller classes or lower costs before transferring.

How Admission Works: the IGS

Traditional applicants build an Índice General de Solicitud (IGS), a general application index that combines high school GPA with scores from the PAA (Puerto Rico's College Board exam) or the SAT. UPR publishes an IGS calculator so applicants can estimate where they stand before each campus sets its cutoff for the cycle.

A second, non-traditional path exists for students who do not fit the standard test-and-GPA model. It requires a minimum 2.0 GPA plus qualification in one of seven categories: academically talented students, graduates of specialized schools, dual-enrollment students, low-income students, adult learners, students with functional diversity (disabilities), and first responders, according to UPR's admissions office .

Fall 2026 Admission Timeline

For fall 2026 enrollment, UPR's admissions office lists an admission confirmation deadline of March 13, 2026. Applicants confirm their seat through the online application portal using the credentials they set up when they applied, so check your specific campus and program for exact application windows before that date.

Before you start the application, set up your account on the UPR admissions portal, gather your high school transcript, and pull together your PAA or SAT score report so you can build your IGS as soon as scores post. Programs with limited seats, like nursing or engineering, tend to set earlier internal deadlines than the system-wide confirmation date, so check your target program's specific timeline rather than working off the general date alone.

How Selective UPR Campuses Are

UPR Río Piedras accepted roughly 55% of applicants in recent admissions cycles, according to College Board data . Selectivity varies by campus and by program, engineering seats at Mayagüez and health-related majors at Río Piedras tend to draw more applicants than a given campus accepts overall.

What UPR Costs

Public tuition at UPR runs far below mainland public school prices. UPR Mayagüez charged $5,274 in tuition and fees for the 2024-25 year, and UPR Río Piedras students paid an average of about $9,000 a year after financial aid, according to NCES College Navigator and College Board data. Rates change yearly and vary by campus, so confirm the current schedule with your target campus before you budget, and add living costs on top since most of the total bill sits outside tuition.

Transfer, Graduate and International Applicants

UPR also runs pathways outside the standard first-year IGS process. Current college students use the system's transfer admission process , and students returning after a break use the readmission and campus-change process instead of reapplying from scratch.

Graduate applicants apply directly to their program of interest through UPR's graduate admissions portal , since each graduate program sets its own requirements separate from the undergraduate IGS. Applicants coming from outside Puerto Rico, including international students, apply through a dedicated international admissions track and must show proof of enough financial resources to cover their studies before UPR processes admission and any required visa paperwork.

Choosing the Right Campus

  • Want engineering, computer science or agricultural science: Mayagüez.

  • Want law, business, education, humanities or a large research campus: Río Piedras.

  • Planning medicine, dentistry, pharmacy, nursing or public health at the graduate level: Ciencias Médicas.

  • Want lower costs, a smaller campus or a two-year start before transferring: a regional campus near your hometown.

Whichever campus fits your major, apply through the same UPR system portal and use the IGS calculator early so you know your realistic options before decisions come out.
