Why Chevening and Marshall Scholarships Are Off the Table for Canadians, and What Isn't

Marshall Scholarship excludes Canadian citizens by design. Chevening is technically open to Canadians but caps them at fewer than five scholarships a year. The Rhodes Scholarship reserves 11 places a year for Canada.
🎓 Chevening's core scholarships go mostly to a partner list of developing and middle income countries, but a small allocation of fewer than five awards a year is open to Canadian citizens too.
🎓 The Marshall Scholarship is restricted to US citizens only, with no Canadian track.
🎓 Rhodes Scholarships for Canada award 11 places a year across six regional selection committees.
📩 The 2026 Rhodes Canada cycle opens 1 June 2026 and closes 24 September 2026 at 23:59 Pacific time.
💵 UK universities run their own international scholarships with no citizenship restriction, and those stay open to Canadian applicants.
Chevening: technically open, but the odds are close to zero
Chevening is funded by the UK Foreign, Commonwealth and Development Office and pays for a one year master's degree in the UK, covering tuition, a living stipend and a flight. Most of its scholarships go through a fixed list of partner countries, and that list targets developing and middle income nations where the UK wants to build ties with future leaders.
Chevening is not fully closed to Canadians. Canada is not one of the main partner countries, but Chevening runs a dedicated program page for Canada and sets aside a small core allocation, fewer than five scholarships a year, for Canadian applicants. In practice that means the application pool for Canadians is tiny next to the hundreds of places reserved for the main partner countries. Treat a Chevening application from Canada as a long shot worth trying only if you have a strong, specific case, not as a realistic primary plan.
The same shape applies to a few other wealthy democracies, including Australia, which shares a similarly small core allocation. Chevening was built to fund students from countries the UK foreign policy establishment classes as developing partners, so citizens of other wealthy nations get a narrow side door instead of the main entrance.
The Marshall Scholarship is for US citizens only
The Marshall Scholarship pays UK university fees plus a living stipend for up to two years, funded by the UK government through the Marshall Aid Commemoration Commission. On paper it looks close to Chevening. The eligibility rule is stricter: applicants must hold US citizenship.
A Canadian passport does not qualify you, even with American ties such as a US-based undergraduate degree or American family. The scholarship was created to mark the Marshall Plan, and the US-only rule traces directly back to that origin. It has never opened to Canadian applicants, and there is no separate Canadian track the way there is with Rhodes or the small Chevening allocation.
If you hold dual Canadian-American citizenship, you apply to Marshall through your US citizenship, provided you meet its other conditions on residency and degree stage. Confirm the current dual national rules directly on the Marshall Scholarship's own site before you commit time to an application, since documentation requirements for dual nationals differ from single-citizenship applicants.
Rhodes Scholarships for Canada: the reliable option
The Rhodes Scholarship funds full tuition at the University of Oxford plus a living stipend, and unlike Chevening or Marshall it ties you to one university rather than any UK institution. Canada holds its own dedicated allocation, separate from the US and international rounds. Rhodes House confirms 11 scholarships a year for Canadian applicants, split across six regional selection committees.
| Region | Scholarships per year |
|---|---|
| Prairie (Manitoba, Saskatchewan, Alberta) | 3 |
| Ontario | 2 |
| Quebec | 2 |
| Maritime (New Brunswick, Nova Scotia, Prince Edward Island) | 2 |
| British Columbia | 1 |
| Newfoundland and Labrador | 1 |
You apply through the region tied to your home province or the province where you completed your undergraduate degree. For the 2026 cycle, applications open 1 June 2026 and close 23:59 Pacific time on 24 September 2026. Your undergraduate institution must certify you as a candidate before you submit, so start that conversation with your registrar's office or a faculty reference well ahead of the deadline.
Rhodes looks for strong academic records alongside leadership and service outside the classroom, not test scores alone. Most successful applicants are in their final undergraduate year or hold a degree already, rather than applying straight out of Grade 12 or CEGEP.
What else stays open to you
Past Rhodes, look at scholarships the UK universities themselves fund. Most large UK universities run international or "global excellence" scholarships for incoming students, and these carry no citizenship exclusion list. Check the funding or scholarships page of each university on your shortlist directly, since values and terms differ by institution and change every intake year.
Skip any third party site promising a hidden Marshall route for Canadians or a guaranteed Chevening spot. Marshall stays fully closed, and Chevening's Canada allocation is small enough that most applicants should treat it as a bonus attempt, not a plan. Verify eligibility and current quotas on each scholarship's own official page before you invest time writing essays or lining up references.
