Overview
Shawnee State University is a public, open-access university in Portsmouth, Ohio, founded in 1986 to widen access to higher education in the Appalachian region of southern Ohio.
It enrolls roughly two thousand students and describes itself as the only open-access public university in Ohio named a Carnegie Opportunity College. Academics are organized into the College of Arts and Sciences, the College of Business, Engineering and Technology, the College of Health and Human Services, and a Graduate School.
Undergraduate study spans more than fifty degrees, from teacher education, biology and mathematics to game design, engineering technology, nursing and allied health. Graduate options include master's programs, graduate certificates and doctoral study, many offered online for working professionals.
Beginning with students who entered in fall 2026, every undergraduate completes at least one approved hands-on experience before graduating.
Admission to most programs is open, while a number of health and education degrees use a separate selective application. Tuition is among the lowest in Ohio, and a four-year tuition guarantee fixes tuition, standard room, meal plan and general fees for each entering class.
Qualifying Pell-eligible first-time students from designated counties in Ohio and Kentucky can attend tuition-free, and students from neighboring states may qualify for in-state rates. The campus competes in NCAA Division II in the Mountain East Conference.
