🇧🇷 Brazil: O Trio de Acesso (SiSU, ProUni, FIES) Tracker

How It Works
1. The 450 / Non-Zero Essay Double Gate
All three programmes share an identical entry floor set by the Ministry of Education (MEC): an arithmetic mean of at least 450 points across the four objective tests plus the essay, AND a non-zero essay score. These are independent — a candidate with a 700 average but a zeroed essay is rejected from SiSU, ProUni and FIES alike. Treineiros who took ENEM while still in school keep their score report but cannot use it for any of the three programmes until they finish ensino médio.
2. SiSU — Free Public Spots
The Sistema de Seleção Unificada allocates seats at federal and state public universities. There is no income test: SiSU is purely meritocratic on the ENEM result, with each course publishing its own weighted average and cut-off (nota de corte). The candidate must have used the most recent ENEM edition (the prior calendar year). Public-university tuition is free regardless of the family's wealth.
3. ProUni — Scholarships at Private Universities
The Programa Universidade para Todos grants tuition discounts at private institutions: integral (100%) for households with per-capita gross income up to 1.5 minimum wages, and parcial (50%) for up to 3 minimum wages. Crucially there is a separate schooling test: the candidate must have completed ensino médio entirely in a public school OR as a full-scholarship student in a private school. Paying private-school students do not qualify regardless of income.
4. FIES — Subsidised Student Loan
The Fundo de Financiamento Estudantil finances private-university tuition at preferential interest rates, repaid after graduation. Eligibility requires per-capita household income of up to 3 minimum wages. Unlike SiSU and ProUni, FIES accepts any ENEM edition from 2010 onward, giving older candidates a wider window.
5. The Per-Capita Income Trap
The income test is always gross and per capita — total household income divided by the count of every dependent, including the candidate. A family of four earning R$ 9,000 has a per-capita income of R$ 2,250 (≈ 1.39 minimum wages at the 2026 rate of R$ 1,621), unlocking ProUni Integral. The same household income split across two people (R$ 4,500 per capita ≈ 2.78 wages) drops eligibility to ProUni Parcial and FIES only.
6. 2026 Minimum-Wage Anchor
This calculator uses the 2026 federal minimum wage of R$ 1,621 as the baseline for the 1.5× and 3× thresholds. The thresholds adjust each year automatically when the wage updates — when working with historical data, multiply the appropriate wage of that year, not the current one.
