🇨🇳 China: CSCSE Foreign Degree Authentication (留服认证) Wizard

Audit your eligibility against the China Service Center for Scholarly Exchange (CSCSE) rules for foreign degree authentication — the mandatory step for returnee students entering 体制内 jobs, 落户 schemes, and 公务员 hiring.

Each pathway has a distinct material list under CSCSE rules.

Total nominal duration on offer letter (e.g. UK MSc = 12, Australian Bachelor = 36).

Sum of all stays in the host country, evidenced by passport entry/exit stamps and immigration records.

CSCSE ended its COVID-era online-learning exemption on 2023-02-01. Hybrid requires the original program to have been on-campus with documented disruption.

CSCSE only authenticates conferred degrees; a transcript without a final diploma cannot be processed.

CSCSE publishes a 风险预警 (risk warning) list of institutions whose degrees will not be authenticated.

Five independent gates must clear: recognised institution, degree conferred, on-campus mode, sufficient months abroad, and matching credential region.

    How It Works

    1. The Five-Gate Lock

CSCSE authentication is not a scoring exercise — it is a binary chain of five hard gates. Failing any single gate voids the entire application:

    • Institution must appear on the official 认证院校名单 and not the 风险预警 blacklist.
    • Degree must be fully awarded; in-progress study cannot be authenticated.
    • Study mode must be on-campus (or hybrid with documented disruption pre-2023).
    • Months physically abroad must approximate the official program length, evidenced by passport stamps.
    • The correct material set (Foreign / HK-Macau / Taiwan / 合作办学) must be lodged.

    2. The Online-Learning Trap

The temporary COVID-era exemption that allowed remote study to be recognised was cancelled by CSCSE on 28 January 2023, effective from spring semester 2023. Pure online or distance-learning degrees — including UK/US/Australian online MSc programs — are now systematically rejected.

Hybrid candidates who registered for an on-campus program but were disrupted by the pandemic may submit supporting evidence (visa rejection, flight cancellation, university letter) for case-by-case review.

    3. The Entry/Exit Stamp Audit

Since the 2019 platform migration, CSCSE auto-pulls 出入境记录 from the National Immigration Administration. If your physical stay falls dramatically short of the nominal program length, the system flags possible "short-residence diploma mills" and routes the case to manual review or rejection.

Rule of thumb: physical stay should cover at least 75% of program length for Bachelor / Master / Diploma, and a near-continuous residency record (this wizard applies a stricter ~90% bar) for PhD candidates.

    4. Process & Fee

All applications since June 2019 are 100% online via the 留学政务服务平台 (zwfwbl.cscse.edu.cn). Fee: ¥360 per credential, paid by UnionPay. Result time: 10–20 working days. Authentication produces a digital 学历学位认证书 with a QR code verifiable by employers and 落户 offices.
