    Denklik in Türkiye is a hard-gate evaluation — no compensatory averaging is permitted.

    How It Works

    Türkiye operates two parallel Denklik (equivalency) regimes. The Ministry of National Education (MEB / MoNE) evaluates foreign high school (lise) diplomas. The Council of Higher Education (YÖK), through its Tanıma ve Denklik Hizmetleri Daire Başkanlığı, evaluates foreign önlisans, lisans, yüksek lisans and doktora diplomas. Both regimes apply a strict pass/fail "hard-gate" architecture — no GPA, language score or compensatory factor can override a structural disqualification.

    The wizard implements YÖK's de-facto Triple-Gate Lock: (1) the awarding institution must appear on the official Tanınan Yükseköğretim Kurumları Listesi (Recognised Universities List); (2) the mode of study must be permitted for the field — online/distance learning is categorically disallowed for regulated professions (medicine, dentistry, pharmacy, veterinary, nursing, law, engineering, architecture and teaching); (3) programme duration and credit volume must meet Turkish minimums (lisans ≥ 4 years / 240 ECTS, önlisans ≥ 2 years / 120 ECTS). Per the 2017 Denklik regulation (Resmî Gazete no. 30261), these minimums are program-specific — YÖK measures against the equivalent Turkish programme's required duration and credits rather than a single universal threshold — so the values applied here are indicative defaults.

    • Institution Gate: The university must be officially recognised by its national accreditation authority AND appear on YÖK's published list. Conditional listings trigger an SBT (Seviye ve Yeterlik Belirleme Sistemi) examination.
    • Mode Gate: Regulated profession + online study = automatic rejection. There is no remediation route under current YÖK regulations.
    • Duration / ECTS Gate: A 3-year bachelor from an EHEA Bologna country is accepted only for general fields. Sub-threshold ECTS triggers SBT or rejection.
    • Documentation Gate: Complete transcripts for every academic year + final diploma. Missing years collapse the case.
    • Authentication Gate: Hague Apostille (or, for non-Hague states, consular attestation by the Turkish embassy in the issuing country) + a notarised Turkish translation. All three documents are mandatory.
    • SBT Trigger: When the programme content materially differs from Turkish equivalents, YÖK refers the candidate to the SBT — a written exam in the discipline. Pass → Denklik granted. Fail → rejection.

    Important: This wizard screens administrative readiness only. A clean verdict still requires lodging the application through the official Denklik portal and, where indicated, sitting the SBT.
