How It Works
Every GCC state requires expat students with a non-GCC high school diploma to obtain an Equivalency Certificate (Arabic: Muadalah / Muadala) from the destination Ministry of Education before a university admission, scholarship, or government job application is accepted. Unlike grade conversion calculators, this is a pass / fail eligibility test — there is no compensatory average that overrides a missing document or unrecognised institution.
This checker applies the GCC's de-facto Triple-Gate Lock: (1) institutional & programme legitimacy, (2) a complete attestation chain, and (3) destination-specific subject & language compliance. A failure on any single gate triggers an automatic rejection — sub-gates do not net out.
- Documentation Gate: Grade 10, 11 and 12 official transcripts plus the final secondary certificate. Partial completion or missing years collapses the case.
- Institutional Gate: The school must be officially licensed in its country of issue, the student must have studied in-person full-time, and must have legally resided in the country of study for the full programme duration.
- Attestation Gate: Home-country Ministry of Education → Home-country Ministry of Foreign Affairs → destination GCC Embassy / Cultural Attaché in that country → destination GCC MoFA upon arrival. Each step is mandatory and sequential.
- Translation Gate: Documents in any language other than Arabic or English must be accompanied by a legal certified translation.
- Subject-Coverage Gate (UAE & KSA): Arabic-language coursework is required for Arabic-speaking applicants; Islamic Studies coursework is required for Muslim applicants.
- Primary Source Verification (PSV): The UAE, Qatar and Saudi Arabia route foreign documents through third-party verifiers (e.g. DataFlow Group) before issuing the equivalency.
Important: This tool screens administrative readiness — it does not certify that an equivalency will be issued. A clean verdict still requires applying through the destination MoE portal and waiting on PSV (typically 2–6 weeks).
