The PhD in Public Administration under Doctoral Studies at Doha Institute for Graduate Studies examines the internal workings of organizations, governance theory, and the roles of private, voluntary, and international actors in delivering public services, with particular attention to countries undergoing political transition, including several in the Arab world. Coursework and research also reach into digital government, cyber and data security, public finance, and institutional learning and memory. Per the published program page, this track is not accepting applicants for the Fall 2027 intake.
The program runs two tracks: one on strategy, systems, and process design for public bodies, non-profits, and their joint ventures; the other on governing sustainable international development. Candidates otherwise have latitude to pursue subsidiary research topics within either path, building administrative and analytical skills for public, private, or non-governmental careers at national or international level.
