The Diploma of Specialized Graduate Studies (DESS) in Public Administration, general program, Professional profile, is a 30-credit graduate diploma offered by ENAP (Ecole nationale d'administration publique). The curriculum includes four mandatory courses (12 credits) covering public-organization management, public-policy design and implementation, public-administration principles, and methodology; five elective courses (15 credits) chosen from ENAP's professional-profile offerings; and a three-credit synthesis seminar as the integration activity. The program can be completed entirely online by selecting courses offered in that format, or on campus. It targets recent bachelor's graduates and professionals newly appointed to, or already working in, professional-level positions within public and parapublic organizations at the municipal, provincial, federal, and international levels, as well as those in the private sector or nonprofit organizations who want to understand public-administration dynamics and build competencies supporting public-sector management.

Admission Requirements: Admission requires a bachelor's degree or equivalent obtained with a minimum cumulative average of 3.2 out of 4.3. Applicants without a bachelor's degree may instead be admitted on the strength of appropriate knowledge, training, or at least ten years of professional-level work experience. ENAP requires a very good command of French and a level of English sufficient to understand written material; per the university's admission-process page, non-Quebec-francophone applicants must meet a French threshold of TFI 860/990, a passing DALF result, or 4.6/5.0 on FIVE STAR, with no fixed English score published.
