This graduate diploma trains current and aspiring managers in Indigenous public and parapublic organizations, with a focus on candidates of Indigenous background. The 30-credit program, offered jointly by UQAT, UQAC and ENAP (Ecole nationale d'administration publique), builds competencies in public-sector management, financial management, human-resources management in public organizations, Indigenous governance ethics, and public-policy design and implementation, along with the legal dimensions of Indigenous organizations. Most courses are available at a distance. The program concludes with an integration workshop once students have completed 24 of the 30 credits. It is designed for managers or aspiring managers seeking to strengthen their capacity to lead administrative units, projects, or human, material, financial and information resources within Indigenous public administration.

Admission Requirements: Admission on the academic route requires a bachelor's degree or equivalent with a cumulative average of at least 3.2 on 4.3, though files below this threshold may still be reviewed; significant knowledge of Indigenous realities, a strong command of French, and sufficient written English comprehension are also required, and candidates may be asked for a supplementary interview. Admission on the experience route requires relevant knowledge, training or at least ten years of professional-level work experience, including at least two years of experience managing an administrative unit or project with responsibility for human, material, financial or information resources; candidates without such experience may submit a management-potential endorsement form completed by a senior manager. Both routes may require remedial coursework where knowledge is judged insufficient.
