Overview
The Master of Public Administration is offered two ways: an on-campus route spanning roughly two years (6+ academic terms) that pairs coursework with two mandatory co-op work terms and an original thesis addressing a policy or management challenge for a government agency, non-profit, or community client, and a fully online, course-based alternative completed in two years without a thesis. On-campus students build competencies in strategic awareness, analytical thinking, collaboration, communication, research design, and leadership, and are encouraged to list three potential supervisors in their letter of intent, though a supervisor need not be confirmed before applying. Students in either stream can concentrate in areas such as health administration, human resource management, labour relations, and governance, and a combined JD/MPA pathway lets law students add the public administration credential over four years. The on-campus route's September intake applications are due January 31.
Requirements
Admission Requirements: The School of Public Administration's own program page for the Master's Degree (MPA) lists no program-specific admission criteria beyond linking to the university's general admission requirements. Beyond that, the Faculty of Graduate Studies' general master's requirements apply: completion of a four-year bachelor's degree, or equivalent, and the equivalent of a minimum ‘B’ average over the last two years of that degree. English proficiency follows UVic's institution-wide scale: IELTS Academic overall 6.5 with no band under 6.0, or TOEFL iBT overall 4.5 with no section under 4.0 for tests taken after 21 January 2026 (90 overall/20 per section on tests taken before that date); PTE Academic, CAEL, Cambridge C1 Advanced/C2 Proficiency and the Michigan English Test are also accepted, individual departments may set higher minimums, and scores cannot be more than two years old.
