This program leads to a Graduate Diploma in Public Policy and Program Evaluation, offered exclusively online by Carleton University over 16 months to provide flexibility for program participants. The accredited program prepares students for roles as evaluators and managers of evaluation, covering the approaches, traditions, methodologies, and techniques of evaluation, and how evaluation fits within public policy, strategic management, and accountability. Students may apply up to four of the six diploma courses toward the Master of Public Policy and Administration. The program is a recognized credential toward the Credentialed Evaluator designation of the Canadian Evaluation Society, and is one of few programs examining evaluation from a public policy and public administration perspective. Students work alongside federal departments on active evaluation projects, with instructors drawn from federal departments, agencies, and the consulting industry, and connect with a network of alumni holding senior positions across government and the private and non-profit sectors. Entry is offered in the Fall term.
Requirements
Admission Requirements: The Graduate Diploma in Public Policy and Program Evaluation (DPPE), offered by the School of Public Policy and Administration, does not publish a fixed minimum GPA on its own program pages; Carleton's graduate regulations direct diploma applicants to consult the offering academic unit rather than a university-wide diploma cut-off. Applications are submitted through Carleton 360 and must include a curriculum vitae/résumé, two letters of reference (an academic reference is preferred), a one-page single-spaced statement of intent covering academic/professional experience and goals, all post-secondary transcripts, and an approximately ten-page academic writing sample authored solely by the applicant. Applicants whose first language is not English must demonstrate that their English proficiency is strong enough for graduate-level study at an English-language university, per Carleton's Graduate Studies ESL guidelines. The program admits a single cohort each fall, with a June 15 application deadline, and is designed for those with an undergraduate or graduate degree and relevant professional or academic background in policy or evaluation work.
