The Diploma of Specialized Graduate Studies (DESS) in Public Administration, concentration in international administration, Professional profile, is a 30-credit graduate diploma offered by ENAP (Ecole nationale d'administration publique). It builds competencies for practising and managing international administration within government bodies, international institutions, and non-governmental organizations. The curriculum includes four mandatory courses (12 credits) covering public-organization management, public-policy design and implementation, public-administration principles, and methodology; three concentration courses (9 credits) selected from international political economy, international finance, foreign-aid issues, and foreign-policy analysis; two elective courses (6 credits); and a three-credit synthesis seminar as the capstone. Courses are offered mainly at the Quebec City and Montreal campuses, with some available online. The program targets recent bachelor's graduates and professionals in analytical or planning roles across public organizations, as well as the private and nonprofit sectors.

Admission Requirements: Admission requires a bachelor's degree or equivalent with a minimum cumulative average of 3.2 out of 4.3; candidates averaging between 2.7 and 3.2 may still be considered after review of academic and professional background. Applicants without a bachelor's degree may instead be admitted on the strength of appropriate knowledge, training, or at least ten years of professional-level work experience. Basic office-software literacy is expected and an interview may be requested. ENAP requires a very good command of French and a level of English sufficient to understand written material; per the university's admission-process page, non-Quebec-francophone applicants must meet a French threshold of TFI 860/990, a passing DALF result, or 4.6/5.0 on FIVE STAR, with no fixed English score published.
