BA/BS in National Security

General Description: Objective(s) of a study programme: To educate specialists possessing the necessary competencies in the fields of pre-trial investigation, intelligence, criminal intelligence, prevention of money laundering and terrorist financing, national security and defence. Graduates will acquire sufficient knowledge and skills to investigate criminal offences against the independence of the Republic of Lithuania, its territorial integrity and constitutional order, as well as corruption-related and financial crimes, taking into account the specific nature and characteristics of such offences. The programme also aims to develop the ability to identify, analyse and assess external and internal security threats and to prevent and counteract them. Learning outcomes: Knowledge and its application: 1.1. Possesses comprehensive theoretical knowledge in the field of public and state security and professional activity, based on the results of recent fundamental and applied scientific research, encompassing integrated knowledge of public and state security assurance, which can be applied in broad interdisciplinary areas of public security studies and professional practice. 1.2. Is familiar with fundamental human rights and freedoms, understands societal multiculturalism and the impact of international relations on public and state security assurance processes. 1.3. Has knowledge of the system, functions, activities and cooperation of public and state security institutions; understands management principles, the balance of public and private interests in public service, methods and means of ensuring individual and societal security; comprehends responsibility, accountability and professional ethics of public officials. 1.4. Is familiar with information systems and databases used by public and state security institutions; understands information, communication and other technological systems and their application possibilities in professional activity. 1.5. Has knowledge of professional activity strategy and tactics, and the legal regulation governing the use of special measures and coercive means. Research Skills: 2.1. Is able to collect and analyse data necessary for solving public and state security problems by applying achievements and methods of fundamental and applied scientific research. 2.2. Is able to search for, identify and select the latest information related to public security assurance. 2.3. Is able to systematise available information and perform information and problem analysis. Specialised Skills: 3.1. Is able to analyse laws and other legal acts, implement them in practical activities, and legally qualify relevant social relations. 3.2. Is able to plan, organise, implement and evaluate public and state security assurance activities by independently selecting complex technological, organisational and methodological measures. 3.3. Is able to use information and communication systems, tools and databases employed by public and state security institutions, and to exchange information with national and international public security institutions. 3.4. Is able to make appropriate decisions and manage emergency situations, provide assistance to victims of offences, criminal acts, natural disasters and accidents, while ensuring public order and state security. 3.5. Is able, in accordance with legal regulations, to use special and coercive measures. Social skills: 4.1. Is able to communicate with specialists and the public when addressing tasks related to public security assurance or studies, present completed activities and their results, and convey knowledge and understanding of public and state security issues to specialists and non-specialists. 4.2. Is able to work independently and in a team, guided by professional ethics and civic responsibility, and assumes responsibility for the quality and evaluation of personal and team performance. 4.3. Is able to express ideas clearly both orally and in writing, communicate persuasively in Lithuanian and at least one foreign language, communicate professionally with offenders and victims, and engage non-specialist audiences in preventive and educational activities. 4.4. Is able to analyse and resolve conflict situations, creatively address emerging problems, and apply critical and logical thinking skills. 4.5. Is able to analyse and evaluate events and processes occurring in society and organisations. Personal skills: 5.1. Is able to learn independently, plan the learning process, and understands the importance of continuous professional development. 5.2. Is aware of moral responsibility for the impact of professional activities and their outcomes on organisational, social, economic and cultural development, well-being and the environment. 5.3. Is able to identify problems in professional activity and find solutions and ways to improve performance. Methods of assessment of learning achievements: Main assessment methods: written reviews of literature and other information sources, individual oral examinations, research projects, preparation and presentation of visual materials, tests, task performance, group oral assessments, situation modelling, written assignments, bachelor’s thesis, and final examination. Framework: Study subjects (modules), practical training: The structure of the study programme ensures all essential components necessary to achieve academic and professional study requirements. The scope and content of the programme encompass the development of knowledge, specialised competencies, personal and social skills required to achieve the intended learning outcomes in the field of public security. The programme structure, the set of study subjects and their logical interconnections meet the quantitative and qualitative criteria for academic and professional training of a qualified public security specialist holding a Bachelor’s degree. The programme includes such study subjects as: Security Studies, Constitutional Law and Human Rights Protection, Psychology, Theory of Law, Professional Foreign Language, Combat Self-Defence, Geopolitical Security, Fundamentals of Economics, Management, Criminal Law, Fundamentals of Mathematical Data Analysis, Philosophy, Professional Ethics, Statistical Data Analysis, Financial System Resilience, Administrative Law and Procedure, Weapons and Shooting, Business Communication and Academic Literacy, Intelligence and Criminal Intelligence, Criminal Procedure, Professional Tactics, Data Analysis Using Artificial Intelligence, Databases, First Aid and Tactical Medicine, Civil Law, International and European Union Law, Conflict and Conflict Management, Pre-Trial Investigation, Social Research Methodology, Criminology, Administrative Liability, Tactics of Conducting Specific Pre-Trial Investigation Activities, and others. Elective Subjects: Cybercrime and Electronic Evidence Collection, Information Security, Emergency Management, Economic Security, Public Administration, Prevention and Response to Hybrid Threats. Internship: 21 ECTS. The study programme is completed with the defence of a Bachelor’s thesis and a final examination. Specialisations: - Optional courses: - Distinctive features of a study programme: The study programme has been developed in cooperation with seven Lithuanian national security institutions: Special Investigation Service of the Republic of Lithuania, State Security Department of the Republic of Lithuania, Second Investigation Department under the Ministry of National Defence, Financial Crime Investigation Service under the Ministry of the Interior, the Lithuanian Prison Service, Customs Criminal Service, and Dignitary Protection Service of the Repiblic of Lithuania. The programme is oriented towards the development of practical skills and close cooperation with national security institutions. Its objective is to prepare specialists capable of direct professional engagement in the security sector, including pre-trial investigation, intelligence, criminal intelligence, and the prevention of money laundering and terrorist financing. Access to professional activity or further study: Access to professional activity: The acquired knowledge and skills enable graduates to work in state institutions responsible for ensuring national and public security, where competencies in pre-trial investigation, intelligence, criminal intelligence, prevention of money laundering and terrorist financing, national security and crime prevention are required. Graduates will be capable of investigating crimes against the independence of the Republic of Lithuania, its territorial integrity and constitutional order, as well as corruption-related and financial crimes, taking into account their specific nature, and of identifying, analysing, assessing and counteracting external and internal security threats. Access to further study: Graduates may continue their studies at the second-cycle (Master’s) level in various fields of study. Where required by the chosen field, bridging (supplementary) studies may be offered prior to admission.
