Knowledge, its application: 1.1. is able to define and explain the foundations of state and legal theory and the principles of the protection of human rights and freedoms; 1.2. is able to summarise the tactics and methodologies involved in the investigation of administrative offences and criminal offences, criminal intelligence and professional activities, and can apply this knowledge to the identification and resolution of complex concrete or abstract public security problems; 1.3. is able to identify and explain public security principles, the fundamentals of management and public administration, is aware of the principles of management and leadership and can list and explain them; 1.4. is able to assess the legal provisions applicable to one’s professional activities; 1.5. is able to carry out and systematize risk analysis, conflict and risk management processes. 2. Access to professional activity or further study: Access to professional activity: Programme graduates will be able to work in state institutions ensuring national and public security (the Lithuanian Police, the State Border Guard Service, the Public Security Service, the Prison Service, the Probation Service), as well as in nongovernmental organisations and private-sector institutions that perform public security functions. General Description: Objective(s) of a study programme: To educate specialists possessing the necessary competencies in the fields of pre-trial investigation, intelligence, criminal intelligence, prevention of money laundering and terrorist financing, national security and defence. Graduates will acquire sufficient knowledge and skills to investigate criminal offences against the independence of the Republic of Lithuania, its territorial integrity and constitutional order, as well as corruption-related and financial crimes, taking into account the specific nature and characteristics of such offences. The programme also aims to develop the ability to identify, analyse and assess external and internal security threats and to prevent and counteract them. Learning outcomes: Knowledge and its application: 1.1. Possesses comprehensive theoretical knowledge in the field of public and state security and professional activity, based on the results of recent fundamental and applied scientific research, encompassing integrated knowledge of public and state security assurance, which can be applied in broad interdisciplinary areas of public security studies and professional practice. 1.2. Is familiar with fundamental human rights and freedoms, understands societal multiculturalism and the impact of international relations on public and state security assurance processes. 1.3. The programme is oriented towards the development of practical skills and close cooperation with national security institutions. Its objective is to prepare specialists capable of direct professional engagement in the security sector, including pre-trial investigation, intelligence, criminal intelligence, and the prevention of money laundering and terrorist financing. Access to professional activity or further study: Access to professional activity: The acquired knowledge and skills enable graduates to work in state institutions responsible for ensuring national and public security, where competencies in pre-trial investigation, intelligence, criminal intelligence, prevention of money laundering and terrorist financing, national security and crime prevention are required. Graduates will be capable of investigating crimes against the independence of the Republic of Lithuania, its territorial integrity and constitutional order, as well as corruption-related and financial crimes, taking into account their specific nature, and of identifying, analysing, assessing and counteracting external and internal security threats. Access to further study: Graduates may continue their studies at the second-cycle (Master’s) level in various fields of study. Participants will be exposed to relevant domains of law and how to apply these with appropriate legal skills, including information analysis, legal research, and communication, and also what strategic, ethical, and other competencies should be used in addressing matters of global security. The wider national regional and international role and relevance of the law when it comes to global security will be considered. It is expressly recognised that today ‘s students now come to university education with a strong set of skills, such as technology, fact finding and synthesis. A series of flexible teaching means will be employed that will build upon the different strengths learners have, such as role plays, simulations and problem solving, so that the law and legal skills are learnt to participants ‘s core needs and strengths. Recognising the central role that technology now plays in global security, the programme leaders will incorporate considerations of technology, such as the AI, the blockchain and crypto currency. Students will look at the growing role of technology. Lawyers work in numerous areas of global security, at the international, regional, and national level. For example, they work for the various organs of the United Nations, whose primary function is to oversee global peace and security. The Council of Europe has lawyers who are concerned with the protection and advancement of security-related human rights, such as the prohibition against torture – and lawyers work at the national level to advance security, such as freedom from want and social welfare. All such occupations are underpinned by legal frameworks that lawyers need to understand, interpret, and strategically apply, and this programme covers such training. Diplomats, too, need to understand matters of global security, such as what route to take in order to ensure a fair-trade system. Diplomats need to have an awareness of various legal frameworks that have been designed to maintain international fairness and the international order, and this programme will cover the legal foundations of the international rule of law and how to apply soft and other skills that will be relevant for diplomats. The same will apply to those who want to understand the stable world order for international trade in international business. Those wanting to work for companies and in the private sector will also benefit from this programme. Companies operating in other jurisdictions will want to know what legal avenues are open to them in case there is a dispute, such as economic frameworks and investor state disputes concerning another state. We have recently seen an increase in data protection laws that have affect the private sector, such as the GDPR. Technology companies are entering the global security space to provide tools and systems to monitor global security and the programme will benefit those seeking to understand and build global security LawTech. Many international NGOs work in the field of global security. Human Rights Watch, for instance, is a prominent one. They play an important role in monitoring and preventing human rights violation, not just civil and political ones, but also rights that are relevant to security such as food and shelter. This course will train those who want to enter into NGOs on the various legal framework and obligations of states when it comes to security and also on key skills like communication and advocacy. It will also aid journalists in holding states to legal account when it comes to their security obligations. Journalists will learn about relevant legal frameworks, principles of proof and evidence, and how to fact find to decide if a state may have violated its obligations. This is a practical course with a heavy emphasis on legal knowledge, legal skills, and soft skills when it comes to the law. Distinctive features of a study programme: The uniqueness of the Tax and Finance LL.M. (international qualification degree (Legum Magister)) study programme is mainly determined by the need to have a programme that can be applied to by students who are interested in acquiring deeper practical and theoretical knowledge and skills. The LL.M. study programme in Tax and Finance is the only specialised master's degree programme of this type in Lithuania. At present, no higher education institutions in Lithuania offer a Master's degree programme with similar content. The programme focuses on the area of private law regulation, such as legal regulation of financial services, financial markets, aspects of direct and indirect taxes applicable to different legal forms of business, and legal regulation of financial accounting, which is of particular relevance to business. The LL.M is shorter in duration (1 year) and does not require the preparation of a Master's thesis, and focuses on the development of practical rather than scientific skills. Access to professional activity or further study: Access to professional activity: The knowledge acquired during the studies will enable graduates to become highly qualified professionals with specialised knowledge of tax and financial law and the ability to successfully apply it in practice to a wide range of legal issues. This is a professional master's programme focused on the development of professional knowledge, but not on the training of representatives of the classical legal professions (lawyer, prosecutor or judge). Graduates of the programme will be able to work in the private sector (e.g. law firms, financial institutions, other companies, etc.), in the public sector (e.g. institutions supervising tax administration and the activities of financial market participants), in research and academic institutions, and in institutions dealing with disputes relating to tax and financial law (e.g. pre-trial dispute resolution bodies, courts, arbitration tribunals) and in other organisations (e.g. public organisations defending and representing the interests of the taxpayer). Graduates who decide to become self-employed will also be able to work as independent consultants or set up their own companies providing legal advice on tax and financial matters. Access to further study: Holders of an LL.M. qualification in law may study for a doctorate in law in accordance with the procedures laid down by the research and study institutions. General Description: Objective(s) of a study programme: The aim of the program is to prepare lawyers-experts in mediation with an international qualification LL.M. degree, who will be able to solve various types of national and private international disputes by way of an advanced alternative to the classical judicial process - mediation. These specialists will also gain extensive and systematic knowledge of other ways of resolving disputes and their applicability, will be able to advise the parties to the dispute on the most appropriate way to resolve a particular dispute. Upon completion of this program, students will have the necessary knowledge and practical skills to carry out the mediation procedure professionally and / or to properly represent their clients in mediation. Learning outcomes: 1. Is able to understand the methods of dispute resolution and their applicability, as a result of it - is able to advise the parties to the dispute regarding the choice of the most appropriate way of resolution for the particular dispute and professionally conduct the mediation procedure and / or properly represent their clients involved in mediation. 2. Is able to analyze complex phenomena of intercultural social life – private international disputes, their legal environment, and draw conclusions necessary for their decision by the most appropriate means, taking into account the peculiarities of the particular dispute and its participants, also norms of private international law. 3. Distinctive features of a study programme: 1) The programme is not oriented to the solution of national disputes by mediation in Lithuania, but to the solution of private international disputes, therefore the content of all subjects to be taught is also oriented to the specific category of disputes with the international element and the peculiarities of working with such subjects. 2) The programme is planned to be tought only in English in such way strengthening the knowledge of the students' foreign language necessary for consulting subjects of private international disputes. 3) The programme is of a shorter duration than usual master degree programms (1 year) and does not require the preparation of a master's thesis, also is more oriented towards the development of practical rather than scientific skills. The program focus is on: 1) skills for implementation of solutions for legal services using artificial intelligence (AI) systems (e.g. legal chatbots); 2) knowledge of methodologies and tools for development of progressive legal systems using AI and develop specific legal ontologies; 3) knowledge on legal regulation of newest technologies, identify areas for improvements and motivate the needs for amendments of such legal regulation; 4) skills on management of legal technologies available on the market and knowledge on how it operates; 5) knowledge of issues related to fintech, privacytech, intelectual property protection, robots and e-evidence collection; 6) skills of active and pasive participation in the LegalTech community (meet’ups, hackatons, labs, etc.) and knowledge of the LegalTech startups’ ecosystem; 7) skills and practical experience in resolving problems related to legal technologies. The main method is the exams (in written form) of particular subjects, which test the development of specific subject competences. For interim tests of particular subjects the following assessment methods are applied: Frontal verbal questioning - a verbal interview method, where the lecturer provides a group of students with questions. Such method brings the students to consider, measure, analyse and draw conclusions, and is used for assessment forming. Individual verbal interviews - performs the functions of formative, summative or final assessment. It enables to develop logical thinking, well-formed language and clear expression of ideas. When maintaining the thesis on individual verbal interview, the student demonstrates his/her knowledge in a particular area. Colloquiums (could constitute of a test (open and closed questions) and a practical task). Here the feedback on the graduates' achievements and progress is received. It is applied in a pre-examination stage. Case studies (in written or verbal form) – the feedback is received, whether the practical content based teaching method and case study method during the seminars have achieved their aims: are the students able to provide the particular solution on problematical issue and also to demonstrate specific subject competences. Moreover, on examination of particular case in a group, cooperation skills are also developed and assessed. Mind and concept mapping method is directed for checking the cognitive abilities (to consider, classify, analyse, structure and summarize), also develops logical and critical thinking. Presentation (report) is used both for the final assessment, in showing the outcomes of a master's thesis, and for the interim tests of particular subjects’ topics. Hereby abilities to read research literature, laws, case law, to make conclusions independently, to express ideas in logical order, to speak in front of the audience, to communicate efficiently are tested. It may be individual or in a group. Written survey method - during exam or a course credit test the students have to answer the questions in written form and to demonstrate gained knowledge and capability to adapt it when dealing with the practical situation. Synopsis - a paper work, which aim is to perform the thorough analysis of a subject, topic or sources of literature. It reflects the knowledge of the student, the ability to analyse, logical thinking. It allows learning scientific vocabulary, to master scientific language style, to develop the ability to perform the compression (compression), structuring and quotation of the referred text. The references are made in written or verbal form. This method is applicable for formulating an assessment. The volume of it is set by the lecturer. For the assessment of the performance in particular subjects, the cumulative score system is applied. The final score consists of cumulative score and final exam’s score. An exam is considered as passed if the final assessment is positive, i.e. 5 points or more. The final assessment consists of a master's thesis preparation and public defense. The thesis shows the student’s ability to creatively and critically analyze theoretical and practical problems, to represent research data and, in accordance to the above, to formulate independent conclusions. The preparation of thesis should be started in the first semester, and should be defended in the last semester. Additional methods: active participation and promising achievements demonstration of study-field related activities, such as meetups, workshops, hackathons, competitions, startup activities, gamification process of studies, publishing articles in well-known blogs, academic papers preparation and publication, presentation of papers, posters in academic conferences. The Moodle electronic learning environment offer Master students course material in an electronic format. Case study mostly based on Lithuanian and international (ECHR, ECJ) case-law, also theoretical and practical problems of classification of criminal acts is one of the most important methods in legal studies. Problem-based learning is learning based on a special learning technique consisting of a number of components encountered by students when working in small groups and analysing the problems given. Master students must be capable of contemplating efficiently, remembering the knowledge acquired and using it in practice when solving customer’s problems by choosing how to act in a certain situation. Self-sufficiently study. It is not possible to go through all possible situations in real life, therefore it is crucial to develop and promote students’ ability to learn independently. Application of practical content-based teaching allows students to go deeper into typical and the best known professional cases and analyse how experts of a respective field solved certain professional issues. Seminar work is a method accumulating active learning methods and useful when studying law. The study program responds to the challenges of globalization, insofar as international aspects are rapidly pervading the national systems and limitations between national and international matters. The content of course is an integral and complex, therefore the studies under this program will provide student a high level of the objective knowledge, will structure new skills, personal and professional competences. The objective structure of the program is determined by the purposes and goals of the course. The subjects of the content includes qualitatively higher problem-oriented and more scientifically innovative level than those who are made for the bachelor studies. The international law programme is broad, covering three areas of international law and closely related areas of law: - general public international law (the course covers international law of treaties, international dispute settlement, etc.); - special part of public international law (the course covers most of the subjects in this area: international humanitarian law, refugee law, international aviation law, etc.); - private international law (the course covers private international law and sustainability, etc.). Objective(s) of a study programme: The main objective of the “Cyber security management" master’s degree programs is to prepare highly qualified professionals capable to understand, create, and manage the state of the art information technology environments and human resources, also holistically address the challenges associated with modern e-information security (cyber security), protection of information critical infrastructures and the research management of related information technologies and management (public and business). As well as their organizational, legal, security aspects, the ethical values, communication and their innovative and creative universalism, allowing to gain strategic management skills and skills to adopt innovative solutions in the rapidly changing world of information technologies and cyber security environments. Objectives of the programme, in accordance with the requirements of the Dublin descriptors are: 1. Teach students to analyze and assess the knowledge in the fields of the State of the art e-information security (cyber security) and the management, to conceptualize and apply innovations in public and/or business sectors. 2. Teach interdisciplinary capacity to integrate business processes and electronic information security (cyber security) 3. Develop the methodological and practical skills to research the area of e-information security (cyber security), to organize the conversion of research results into public and/or business sector, to be able to formulate, to structure the innovations in the field of cyber security in global competitive environments. 4. Provide integrated skills of the transferring of cyber security innovations and their dissemination, to form the environment of managerial solutions in the field of technology, to enhance creativity in technological teams. 5. To develop the skills and the ability of independent work, based on modern outlook, methodologies of scientific research, skills to select scientific information and to structure it, also the self-development skills. Learning outcomes: R1. Capacity to deal with the realities of electronic information security (cyber security), taking into account the increasing dynamics, the potential threats, strategic opportunities arising from tendencies of global electronic business electronic public services, the environment of e-business and the global trends. R2. Learning outcomes to work in the environment of electronic public services and e-business, in the context of heterogeneous changes, using the holistic management paradigms, methodologies and the latest social and information technologies in the field of cyber security. R3. Knowledge to evaluate the strategic trends of security of electronic information (cyber security), align technological trends with global, public, social, economic needs, through the interdisciplinary knowledge and scientifical research methodologies. R4. Knowledge to use a holistic approach in dealing with a wide variety of electronic information security (cyber security) threats. R5. Will be able to organize evaluation of research and work of a modern electronic information security (cyber security), analyze their adaptation to meet the needs of the State and society, and to the development of economic and social values, to create a interaction of modern scientific and efficient managerial environments, to plan their strategies, the use the holistic approach in making managerial decisions. R6. Will be able to understand how electronic information security (cyber security) management creates safe, competitive environment for the public and business services, and how is creating added value for business and in all levels of knowledge-based economy. R7. Will be able to organize and manage human resources, technological platforms in cyber security field, and make the decisions in changing environments, to develop and manage cyber security development projects. R8. Will be able to scientifically analyze creative solutions in the cyber security (cyber security) field, and evaluate development opportunities, to argue and create innovative ideas and creative solutions for their implementation in electronic and information security (cyber security) field, to the security of electronic information (cyber security) innovative projects, to integrate a new knowledge in new and unknown environments and in global multicultural context. R9. Will be able to organize and manage human resources, technological platforms in cyber security field, and make the decisions in changing environments, to develop and manage cyber security development projects. Will be able apply in a socially responsible manner the managerial decisions, analytical tools in the field of security of electronic information (cyber security) and to organize research in this direction, creatively use modern methods of decision-making with regard to the legal and ethical environment. R11. Mastering the electronic protection (cyber security) model making, innovation management, cost-effectiveness, the methods of development and implementation of projects and their dissemination, the combination of forms in their adaptation to the micro and macro, as well as the ability to strategically plan the security of electronic information (cyber security) processes in the global safe cyber space and in knowledge-based economy. R12. To be able to track purposefully and self interest the achievements in the security of electronic information (cyber security) field, their opportunities and models for their application, their trends and prospects in the Lithuania and the world, to interpret the diverse political, technological and business information, to integrate it, to rebuild it, and to reuse it for the new decisions and innovations, to create new processes, products, and services in the field of cyber security. Activities of teaching and learning: Problem layout, interactive lectures, individual or team work, leadership skills, debate, independent study methods, information retrieval, analysis, and synthesis, critical thinking, self-study methods; discussion and group work methods, teaching problem; an interactive lectures, educational project, creative solutions and design techniques; research methods (research of information, literary reading, preparation and delivery of the self written text); method of network learning (team creative problem solving in the familiar with the theoretical material and examples) Methods of assessment of learning achievements: Analysis of sources; evaluating of creative tasks; independent written works, carried out using the sources of information; voluntary presentation of learning material by individual or group; recurring attestation according to the stages of the implementation of an educational project: analysis of the situation and the argumentation of the concept, problem, the Organization and planning of the project, the analysis of literature sources, reports, and presentations of the results according to the requirements set out in the programme; exam, evaluation of the skills to combine managerial theories associated with business modelling, pose the economic problems related with them; evaluation of the activity and the level of innovation during seminars; intermediate evaluation – middle semester test; test (open and closed-end tasks/issues).
