General Description:
Objective(s) of a study programme:
The aim of the program is to train highly qualified public
procurement law specialists who are able to provide legal
advice in this field, explain the latest public procurement
law issues and development trends, competently organize
public procurement, analyze and evaluate complex legal
situations related to public procurement, quickly and
efficiently resolve public procurement legal problems,
disputes, to represent the contracting authority or supplier
in court and to submit proposals to the legislator
regarding the improvement of the legal regulation of
public procurement.
Learning outcomes:
1. Ability to independently use public procurement
economics, management and legal knowledge,
independently organize public procurement and
participate in it, identify and assess potential corruption
risks and minimize them, make socially responsible and
ethical decisions, evaluate alternative solutions and their
possible legal, ethical, managerial and economic
consequences.
2. Ability to analyze and explain the specifics of public
procurement legal regulation and procedures, dispute
resolution, conclusion and execution of public
procurement contracts
3. Ability to independently analyse, synthesize and
evaluate the economic situation of procurement, legal
facts and related data in the field of public procurement,
integrate knowledge of public procurement law, apply
the methodology of scientific knowledge, clearly and
unambiguously formulate logical conclusions based on
public procurement economics, management and public
procurement law knowledge, focused on professional
development and enhancement and to pass them on to
both professional and non-professional audiences.
4. Ability to organize and carry out strategic public
procurement, i.e. procurement focused not only on the
needs of the contracting authority, but also on solving
other problems relevant to the state, such as reducing the
unemployment rate, increasing the inclusion of people
with disabilities in the labour market, etc.
5. Ability to professionally prepare procurement
documents, understand the field of procurement, analyse
the economic situation, identify and prevent corruption
risks, prepare and evaluate economically resoned public
procurement documents and public procurement
contracts
6. Ability to advise on complex issues related to public
procurement legal relations, to solve various types of
legal problems, including extremely complex ones, and
to make proposals that would reduce the risk of identified
problems.
7. Ability to independently and purposefully plan the
learning process, choose the direction of improvement in
professional activities, adapt to the changing work
environment.

procurement dispute resolution services both
independently and in a team
Activities of teaching and learning:
Teaching and learning activities are focused on the
students. In principle, activities could be divided into
such groups, i.e activities aimed at (1) acquiring students'
academic knowledge (including both academic lectures
and student's independent work, etc.), (2) developing
students' cooperation skills in a social environment (these
activities are mainly based on group work), (3) acquiring
students' discussion knowledge, (4) developing students'
ability to solve independent problems (teaching activities
are based on problem solving during practical classes and
independent work), (5) developing students' critical
thinking (based on students' insights) and (6) reflection -
emphasis on teacher and student feedback.

The total volume of the study program is 60 credits, of
which 50 credits are in the main field of study, 10 credits
are allocated to the subjects of another field of study,
which provide the interdisciplinary knowledge and skills
necessary for the professional field of the graduates of the
program. All study subjects included in the program are
deepening characters. Each individual course of the
program provides knowledge in the relevant field of
public procurement. A student who has acquired special
knowledge, basic subjects such as Legal Regulation and
Practice of Public Procurement, Peculiarities of Strategic
Public Procurement, Practicality of Organizing Public
Procurement, Public Procurement Law - be able to fully
meet the currently prevailing needs of the labour market
during their studies, related to a high level of knowledge
in a specific field of public procurement law.

Distinctive features of a study
programme:
1) The Public Procurement Law LL.M program is unique,
because its content is based on the real needs of the public
procurement system, integrates the latest public
procurement concepts and is distinguished by specialized
training of public procurement law specialists focused on
the acquisition and improvement of practical skills.
2) By training specialists will have the opportunity not
only to acquire the necessary legal knowledge, but also
to study interdisciplinary subjects, which will allow them
to improve their economics and project management
competencies during the study year.
3) LL.M studies are shorter in duration (1 year) and do
not require preparation of a master's thesis, are more
focused on the formation of practical rather than
scientific skills.
4) Specialists studying in the program will know not only
the legal, but also economic (assessing the procurement
environment, prices, competition) and managerial
(organizing the supervision and management of public
procurement) aspects of public procurement.
5) The Public Procurement Law LL.M program
submitted to MRU for evaluation is the only specialized
master's study program in public procurement law in
Lithuania.

1) Studies in Public Procurement Law The LL.M
program offers a unique opportunity for lawyers to
specialize in the field of public procurement law, and for
persons with education in other fields who have already
gained experience in public procurement to secure a job
within one year of gaining specialized legal and
interdisciplinary knowledge and new career opportunities
in public procurement.
2) The knowledge acquired during the studies will allow
the graduates of the program to become highly qualified
specialists with specialized knowledge of public
procurement law and able to successfully apply it in
practice in solving various issues in public procurement,
organizing strategic procurement, conducting market
participants' consultations, negotiations, project
management, teamwork and other skills.
3) A graduate of the LL.M. master's studies, will gain a
competitive advantage and opportunities to work in
various types of work, i.e. graduates will be able to work
both in the private sector (supplier lawyers, sales
managers responsible for procurement contracts and
coordinating their execution).
4) Specialized legal knowledge in public procurement is
also useful for persons working in public procurement
control institutions (Public Procurement Office, State
Audit Office, institutions administering European Union
funds, etc.), public procurement dispute resolution
institutions and specialists of private and public sector
organizations.

Persons who have obtained an LL.M. Master's degree in
law, may study in the third cycle studies in the field of
law in accordance with the procedure established by
research and study institutions.
