This master's programme prepares public-management specialists with the professional values and practical tools needed to address state and local-government issues creatively, adapt public-administration instruments, and introduce innovation within their field. The eighty-credit curriculum is mostly compulsory public-administration subjects, with optional subjects for deeper study of governance, and interdisciplinary credits covering public law and public-sector finance. Students develop expert knowledge of public-policy systems and their long-term consequences, learn to apply and adapt public-management tools such as strategic management, innovation, risk and change management, and build the ability to involve citizens, NGOs and other stakeholders in decision-making while recognising ethical principles in unclear situations. Teaching combines literature analysis and lectures with project work, portfolios, case studies and concept mapping, often at a distance, assessed cumulatively with an exam or an independent essay, project or research report. Graduates are equipped to critically assess governance and the formation of public policy, and to communicate research-based recommendations to specialists and non-specialists alike.
