This is a professional designation program delivered by Douglas College Continuing Education in partnership with the National Payroll Institute (NPI). The Payroll Leadership Professional (PLP) designation is positioned as the next step for holders of the Payroll Compliance Practitioner (PCP) designation who want to move into payroll management, building on compliance knowledge with management-focused content. Admission requires the PCP designation plus two years of weighted payroll experience. The designation is built around two core courses: an introductory payroll management course covering decision-making, project management and departmental leadership, and a capstone applied payroll management course where students apply management processes such as benchmarking, best-practice development and human-resources skills within a payroll department context. Introduction to Payroll Management is listed as delivered in person at the New Westminster campus, while Applied Payroll Management is delivered virtually according to a posted schedule, and students need a reliable internet connection, webcam and microphone to participate in its live sessions. To pass, students must achieve a minimum grade of 65 percent on both the final exam and the overall course. Admission Requirements: Enrolment in the Payroll Leadership Professional designation is a work-experience-gated pathway rather than an academic-transcript admission: applicants must already hold the National Payroll Institute's Payroll Compliance Practitioner (PCP) designation. To take the programme's first core course, Introduction to Payroll Management, an applicant must submit the Payroll Experience Prerequisite Application and receive the Institute's approval, based on a minimum of two years of weighted Canadian payroll experience; the second core course, Applied Payroll Management, requires prior completion of Introduction to Payroll Management. The remaining three requirements, Organizational Behaviour Management, Managerial Accounting, and Compensation & Benefits Management, must be completed as transfer credit at a recognized post-secondary institution. No English-language test score or academic GPA is published for this designation.

Application Deadline:Douglas College publishes college-wide application windows rather than a single date for every programme, and the domestic and international timetables differ. Domestic applicants apply through EducationPlannerBC: for the 2027 entry cycle, Fall applications open 1 October 2026, Winter applications open 1 February 2026, and Summer applications open 1 June 2026; limited-enrolment programmes set no fixed close and shut once seats fill, while open-enrolment programmes stay open until 4:00 p.m. the Friday before the semester starts. International applicants apply directly to Douglas: Fall 2026 entry is now closed, Winter 2027 entry is accepted until 30 September 2026, and Summer 2027 entry until 31 January 2027.
