Program details

Overview

This program leads to the Payroll Compliance Practitioner (PCP) designation from the National Payroll Institute (NPI), delivered through Douglas College Continuing Education as a foundation for a payroll career. It teaches the legislative requirements needed to keep an organization compliant through the annual payroll cycle, and completion gives access to the Institute's ongoing professional community and resources. The designation requires three core courses plus an Introduction to Accounting transfer credit and one year of weighted payroll-related work experience. Payroll Compliance Legislation, the first core course, covers payroll's objectives and stakeholders, identifying employer-employee relationships, and applying federal and provincial legislation. Payroll Fundamentals 1 and Payroll Fundamentals 2, the second and third core courses, cover calculating regular and non-regular individual pay and termination payments, completing a Record of Employment, and preparing organizational remittances, accounting documentation and year-end filings. Some core courses are delivered virtually on a posted schedule through the Canadian Payroll Online Student Platform and Zoom, requiring high-speed internet, a webcam and a microphone, with no Douglas College Blackboard component. Students must score at least 65 percent on both the final exam and the overall course to pass. Work experience can be completed within a five-year window around the core coursework, and students who finish the education requirement before meeting the experience requirement are considered PCP Candidates.

Requirements

Admission Requirements: The designation is built around three core payroll courses, Payroll Compliance Legislation, then Payroll Fundamentals 1, then Payroll Fundamentals 2, each a prerequisite for the next, plus an Introduction to Accounting course that must be completed as transfer credit at a post-secondary institution, and a PCP Work Experience Requirement Application documenting a minimum of one year of weighted Canadian payroll work experience. There is no formal academic prerequisite to begin Payroll Compliance Legislation itself, though the page notes that a thorough understanding of mathematical principles and English proficiency will increase an applicant's probability of success; students must also achieve a minimum grade of 65 per cent on both the final examination and the overall course to pass it. No IELTS/TOEFL score or GPA is published.

Application Details

Application Deadline: Douglas College publishes college-wide application windows rather than a single date for every programme, and the domestic and international timetables differ. Domestic applicants apply through EducationPlannerBC: for the 2027 entry cycle, Fall applications open 1 October 2026, Winter applications open 1 February 2026, and Summer applications open 1 June 2026; limited-enrolment programmes set no fixed close and shut once seats fill, while open-enrolment programmes stay open until 4:00 p.m. the Friday before the semester starts. International applicants apply directly to Douglas: Fall 2026 entry is now closed, Winter 2027 entry is accepted until 30 September 2026, and Summer 2027 entry until 31 January 2027. Admission is effectively rolling within each window until seats or the deadline are reached. These are institution-wide dates; this programme publishes no deadline of its own.
