NSCC's Marine Foundations – Fishing Master, Fourth Class certificate prepares students to challenge Transport Canada's Fishing Master, Fourth Class examinations. The ten-week, single-term program at the Strait Area Campus in Port Hawkesbury covers chartwork and pilotage, navigation safety, ship construction and stability, simulated electronic navigation, and general seamanship. Students also complete three required training certificates: Marine Emergency Duties – Domestic Vessel Safety, Marine Advanced First Aid, and the Restricted Operators Certificate – Maritime Commercial. On successful completion and certification, graduates may serve as Master or Mate aboard fishing vessels within the limits set by Transport Canada regulations. The program is intended primarily for domestic students: NSCC's program fee page states international students are not eligible, and Transport Canada certification itself generally requires Canadian citizenship or permanent residency. Applicants must be at least 18 years old before starting the program.

Admission Requirements: Applicants must be at least 18 years old. There is no stated secondary-school prerequisite beyond the age requirement; international applicants would otherwise need to meet NSCC's country-specific high school diploma equivalency and English-language proficiency requirements, though NSCC's program fee page states international students are not eligible for this program, and Transport Canada certification generally requires Canadian citizenship or permanent resident status.
