NSCC's Marine Foundations – Small Vessel Operator Proficiency program is a 100-hour, three-week certificate that teaches the skills needed to safely operate small commercial vessels in near-coastal (Class 2) and sheltered waters. Delivered at the Strait Area Campus in Port Hawkesbury, the program leads to Small Vessel Operator Proficiency (SVOP), Marine Emergency Duties – Domestic Vessel Safety (MED-DVS), Marine Basic First Aid (MBFA), and Restricted Operators Certificate – Maritime Commercial (ROC-MC) certifications. Training covers Global Maritime Distress and Safety System communication procedures, vessel operation, first aid, and workplace safety regulations for small commercial vessels. There is no formal academic admission requirement; applicants must be at least 18 years old before completing the program and must hold a valid Transport Canada Marine Medical certificate. The program is open to domestic students only, and NSCC states international students are not eligible and it does not lead to a Post-Graduation Work Permit.
