Billed as the first program of its kind in Canada, this certificate prepares higher-education staff to analyze enrolment data and financial reports and apply systems theory and strategic planning to institutional growth. The program is delivered entirely online, with each three-credit course requiring roughly 100 hours of work and a non-credit introduction to academic integrity required at the outset. Core courses cover systems thinking and strategic planning in higher education, enrolment management theory and practice, and strategic enrolment planning. Standard admission calls for a four-year undergraduate degree and at least three years of relevant paid work experience in a higher-education institution, including some leadership experience; an emerging-leaders provision welcomes applicants with less leadership tenure who show strong potential, while flexible admission considers those with at least seven years of relevant work experience and three years in leadership roles. Students working in admissions, recruitment, finance, or a registrar's office complete the program by drafting a strategic enrolment management plan for their own institution, and graduates go on to roles such as director of enrolment management or registrar/associate registrar.

Admission Requirements: Standard admission requires a four-year (or comparable) undergraduate degree from a recognized post-secondary institution and a minimum of three years of relevant, paid work experience within a recognized higher-education institution, including some leadership experience; emerging leaders with at least two years in a recent leadership role are also encouraged to apply. Flexible admission normally requires at least seven years of work experience in higher education, including at least three years of leadership experience. The programme page defers to Royal Roads University's institution-wide English language requirement for applicants whose first language is not English or who were not educated in English: for third-year-entry and graduate programs, IELTS Academic 6.5 overall with a minimum 6.5 in writing and speaking and 6.0 in listening and reading, or TOEFL iBT 88 overall with a minimum 24 in writing and 20 in listening, reading and speaking.
