General Description: Objective(s) of a study programme: The goal of the programme is to prepare a competent specialist who understands the threats to national and international security in terms of public security and is able to carry out the tasks of ensuring the security of society and the state in the context of the implementation of the national security strategy of the Republic of Lithuania. Learning outcomes: 1. Knowledge, its application: 1.1. is able to define and explain the foundations of state and legal theory and the principles of the protection of human rights and freedoms; 1.2. is able to summarise the tactics and methodologies involved in the investigation of administrative offences and criminal offences, criminal intelligence and professional activities, and can apply this knowledge to the identification and resolution of complex concrete or abstract public security problems; 1.3. is able to identify and explain public security principles, the fundamentals of management and public administration, is aware of the principles of management and leadership and can list and explain them; 1.4. is able to assess the legal provisions applicable to one’s professional activities; 1.5. is able to carry out and systematize risk analysis, conflict and risk management processes. 2. Research skills: 2.1. is able to collect, organise and analyse the data needed to support the public security system and to address innovation issues; 2.2. is able to analyse a wide range of legal texts and assess their temporal and spatial validity; 2.3. is able to analyse and evaluate the behaviour and performance of human and social institutions from a public security perspective; 2.4. is able to take decisions in a professional capacity, assessing the situation and complying with the legal acts. 3. Special skills: 3.1. is able to prevent offences and ensure public order; 3.2. is be able to organise and carry out practical activities in the areas of public security (penal enforcement; state border protection and etc.), independently selecting technological and organisational tools; 3.3. is able to objectively investigate and properly document offences and criminal offences, and carry out criminal intelligence; 3.4. is able to use physical and mental coercion, procedural coercive measures and special techniques, and data registers in the cases and in accordance with the procedures laid down in the legal acts governing the activities of statutory bodies; 3.5. is able to provide emergency assistance to persons in a helpless state or affected by criminal offences, administrative offences, crises or emergencies or similar factors, as well as to groups of persons in the field of interest of public security authorities; 3.6. is able to follow operational strategy and procedures, assess threats and trends to ensure public security. 4. Social abilities: 4.1. is able to apply the principles of multinational and intercultural communication; 4.2. is able to work individually and as part of a team, taking responsibility for the quality of his/her own and his/her team’s performance, guided by professional ethics and citizenship, taking into account the threats posed by corruption, and dealing with public security challenges; 4.3. is able to exchange information with national and international public security authorities and use the tools and techniques of international law enforcement cooperation; 4.4. is able to communicate knowledge and understanding of public security field to others. 5. Access to professional activity or further study: Access to professional activity: Programme graduates will be able to work in state institutions ensuring national and public security (the Lithuanian Police, the State Border Guard Service, the Public Security Service, the Prison Service, the Probation Service), as well as in nongovernmental organisations and private-sector institutions that perform public security functions. Access to further study: Programme graduates will be able to continue their studies in the second cycle and pursue a Master’s degree in various fields of study (if stipulated in the requirements of the field of study, they may be offered bridging studies prior to the continuation of their studies), both at MRU and at other Lithuanian or foreign higher education institutions.
