General Description: Objective(s) of a study programme: 1. providing essential highly specialised legal knowledge, introducing to the latest tendencies in the development of law, consistent patterns of the development and operation of the social origin of law; 2. providing specific theoretical knowledge and practical skills in relation with the means and forms of international cooperation of law enforcement authorities, regulation by the European Union’s legislation, international bilateral and tripartite agreements and national legislation; intelligence; relation between and boundaries of intelligence activities and pre-trial investigation; activity of intelligence services and developing practical skills required for the performance of such activity; identifying the existing problems of police jurisdiction and offering solutions; 3. providing systematic knowledge on the latest management conceptions, management of statutory institutions, human resources management; building the ability to analyse the external environment and its impact on human resources; training specific management skills necessary for independent work; 4. forming creative, analytical thinking skills, the ability, on the basis of the essential methodological principles, creatively and selectively to use scientific research methodology and appropriate research methods when dealing with relevant theoretical and practical issues of law and law enforcement. Learning outcomes: Ability to identifies knowledge on the social origin of law, consistent patterns of its operation and development. Ability to understanding the impact of social factors and conditions on the protection of the rule of law. Ability to motivate on the basis of the available data, to render complex knowledge. Ability to examine a chosen scientific or relevant practical problem, to analyse it and make conclusions, using creative, analytical or deductive thinking skills. Ability to assess scientific-theoretical value, empirical-applied effectiveness and validity, to use scientific research methods, to evaluate research findings and identify their reliability. Ability to make conclusions on the existing legal situation, to formulate hypotheses. Ability to raise and solve theoretical and practical legal professional prooblems, critically assess and apply theoretical and practical innovations. Ability to think logically and critically, to identify aims and problems of legal regulation, assess and properly systematize them. Ability to create a problem-solving and decision-making strategy, to communicate and take leadership in the changing world. Ability to organise (control and manage in general) performance of subordinates, to grasp the principles of the functioning of modern special technology, to model and plan stages of their consistent, integrated implementation and use in practice. Ability to analyse and assess specific national and international texts of law enforcement science and practice (doctrine, case-law). Ability to create efficient organisation under the conditions of global competitiveness and innovation, to increase personal opportunities to reveal and develop personal potencies in the organization. Ability to transpose progressive international law enforcement performance methods into the national law, perceive the consistent patterns in their development. Ability to draw up legal acts and documents of a service, institution and organisation. Ability to apply legal acts in practice. Ability to interpretation and application of European Union’s legal acts, bilateral and multilateral agreements. Ability to demonstrate development of logic, creative and critical thinking allowing to understand the role and place of the national and international law enforcement actions as well as their relation with the national law. Ability to analyse behaviour and operation of national and international law enforcement entities with regard to law enforcement norms and the geopolitical situation. Ability to critically and objectively assess the organisational, structural and functional system of police activities. Ability to analyse practical conflict situations, determine and examine factual circumstances of a legal case. Ability to interpret and apply national and international laws, qualify and motivate decisions from a legal perspective. Ability systemically perceive and analyse the relation between and boundaries of intelligence activities and pre-trial investigation. Activities of teaching and learning: On-line assistance is provided to students in order to combine traditional teaching in an auditorium and assistance to students in a computer network environment. The Moodle electronic learning environment offer Master students course material in an electronic format. Case study mostly based on Lithuanian and international (ECHR, ECJ) case-law, also theoretical and practical problems of classification of criminal acts is one of the most important methods in legal studies. Problem-based learning is learning based on a special learning technique consisting of a number of components encountered by students when working in small groups and analysing the problems given. Master students must be capable of contemplating efficiently, remembering the knowledge acquired and using it in practice when solving customer’s problems by choosing how to act in a certain situation. Self-sufficiently study. It is not possible to go through all possible situations in real life, therefore it is crucial to develop and promote students’ ability to learn independently. Application of practical content-based teaching allows students to go deeper into typical and the best known professional cases and analyse how experts of a respective field solved certain professional issues. Seminar work is a method accumulating active learning methods and useful when studying law. E-learning method is applied by using the Internet access to learning sources, e-learning environments and the Moodle e-learning platform installed at the University. Graphical visualisation method is applied for rendering ideas and information. Methods of assessment of learning achievements: The main methods used to assess achievements are as follows: test of theoretical knowledge, presentation, test works, colloquiums, written works, examinations and final thesis.Important NOTE: on 23 July, 2015 (No V-831), the new requirements for the structure of the study programe will come into force since 1 June, 2016; therefore, the final stage of the master study programme may be different from the one presented here. The graduates are also awarded to right to claim for the position of a prosecutor, an advocate, a notary, and a lawyer Access to further study: Access to the third cycle studies.
