Overview
This three-course, 9-credit certificate helps mid- to senior-level leaders across the public, private, and civil sectors align their decisions and actions with their values while strengthening organizational culture and employee engagement. Delivered over six months through a blend of online courses and a one-week on-campus residency, its courses cover values-based leadership, values-based collaboration and partnership, and leadership, culture and sustainability. Graduates gain the skills to lead with courage and confidence, establish trust through transparency and authenticity, foster engagement toward a positive organizational culture, model effective and collaborative relationships, and lead values-driven teams. The program is designed for leaders already in roles such as deputy minister or director general in government; president, CEO, VP, CFO, or director in business, education, or social services; administrator or manager in healthcare; or commissioner or chief in military or policing. It can stand alone or apply its credits toward a related Royal Roads degree, including the Master of Arts in Leadership, the Master of Arts in Global Leadership, the Master of Arts in Interdisciplinary Studies, or the MBA in Executive Management.

Minimum GPA:3.33 / 4.33
Admission Requirements: Standard admission requires a four-year (or comparable) undergraduate degree from a recognized post-secondary institution with a minimum GPA of 'B+' (3.33/4.33) and normally at least five years of leadership experience, including three years as a designated organizational leader; applicants who meet the degree requirement but not the GPA, or who have been away from academic writing for more than ten years, normally complete Academic Writing and Critical Thinking first. Flexible admission normally requires at least seven years of organizational experience, with at least three years of positional or designated leadership experience, plus the same writing-course condition. The programme page defers to Royal Roads University's institution-wide English language requirement for applicants whose first language is not English or who were not educated in English: for third-year-entry and graduate programs, IELTS Academic 6.5 overall with a minimum 6.5 in writing and speaking and 6.0 in listening and reading, or TOEFL iBT 88 overall with a minimum 24 in writing and 20 in listening, reading and speaking. Applicants also submit official transcripts, a personal statement, a detailed résumé and reference letters.

Application Deadline:Royal Roads University sets no single university-wide deadline: domestic and international applicants apply directly to the university through the same process, and every programme page checked shows one identical deadline for both. RRU consistently closes a programme's application exactly three calendar months before that programme's own intake start date — a September 2027 intake typically closes 7 June 2027 — though a few programmes (the Master of Global Management, for example) use a six-month lead instead. Each programme lists its own upcoming intakes, running from 2026 into 2028 depending on the programme, and RRU says it may still accept a late application if space and processing time remain, but it publishes no separate international deadline and no institution-wide equal-consideration or rolling policy. These are institution-wide dates; this programme publishes no deadline of its own.
